3 - <br /> At the conclusion of the hearing the Board announced that it <br /> would take the petition under advisement and that the Petitioner <br /> would be notified of its decision, and the Board adjourned the <br /> hearing at 9 : 45 p.m. . <br /> The Board received a letter from the Planning Board favoring the <br /> grant of the special permit, subject to the condition that all parking <br /> ! be accessible from Donna 's Lane and the the front be landscaped for a <br /> part or viewing area with no parking and that a rendering of proposed <br /> signs intended to be used be presented to the Planning Board for prior <br /> approval . <br /> The members of. the Board of Appeals , while already familiar with <br /> the location of the proposed site. and the surrounding neighborhood and <br /> the roads in question, visited locus and personally viewed the same . <br /> In addition, the members reviewed the work' and recommendations of <br /> the professional planner employed by the Growth Study Committee and <br /> familiarized themselves with the proposed village center concept <br /> being'. advanced by the planner and the Growth Study Committee . It was <br /> determined that locus is within the area of the proposed zoning change <br /> being recommended by a professional planner and by the Growth Study <br /> Committee . The Board also noted that well water would have to be used <br /> at the project, as it is well known that there--ds no municipal water <br /> available in the Town except for the private water supply at New Seabury . <br /> The Board also noted that Donna' s Lane appeared to be a 40 foot <br /> wide private way, which was not paved to the width of 40 feet . It <br /> appeared to be a secondary road open to public use. The Board further <br /> noted that Jobs Fishing Road, which was shown on the Plan, is a dirt <br /> road and not appropriate for all weather vehicular or pedestrian traffic. <br /> It was further observed that Donna' s Lane intersected with Great Neck <br /> Road which in turn intersected with Route 28 at the Mashpee Rotary a <br /> short distance therefrom. Great Neck Road is the main access road <br /> to one of the largest centers of population in the Town and is very <br /> heavily traveled in the Summer months in particular . It was further <br /> noted that Donna' s Lane also intersects at its other end with Route 28 , <br /> which is extremely busy in the Summer months . It was noted that this <br /> proposed amusement activity was essentially seasonal in nature and <br /> concentrated in the Summer months when traffic on all of the ways in <br /> the Town is at its. highest peak and when municipal services are taxed <br /> to their fullest extent in trying to accommodate the demands and needs <br /> of the public for .police, . fire and rescue protection and services . <br /> The Board members: met to discuss their obs.ervations and findings I <br /> based upon information received at the public hearing, their on-site i <br /> inspection, and their general knowledge of the area and the problems <br /> presented during the Summer months . The Board discussed in particular <br /> the letter of January 7, 1983 from the Planning Board and reviewed the <br /> lan and written presentations submitted by the Petitioner ' s attorney . <br /> was not clear from the letter of January 7 , 1983 why the Planning <br /> rd voted in favor of this particular petition, particularly in view <br /> the pending Growth Study Committee report and the recommendations <br /> .he professional planner hired by. the Town. The Board felt that <br /> commentary- was appropriate relative to all parking being only <br /> sable from Donna ' s . Lane, as this would lessen the possibility of an <br /> nt caused by cars stopping to go into the parking lot . <br />
