Page 2 <br /> .joint Meeting June 15, 1995 <br /> Ms. King informed the Committee that the joint meeting scheduled <br /> between the Finance Committee and the Board of Selectmen would be <br /> held on June 15, 1995 at 6:OOPM in the Library. The meeting would <br /> involve discussion of the Capital Improvement Committee and other <br /> Personnel items. Mr. Goggin stated that he would be unable to <br /> attend that meeting, but that the question from the Selectmen would <br /> be if the Finance Committee would adhere to the sum of money in the <br /> Long Range Plan. Ms. King felt that the Finance Committee would, <br /> but because of the Town Hall renovations there would be changes <br /> needed_ Mr. Golub stated that he has no problem increasing the <br /> CIP's budget, but he wished to know where the money would come <br /> from. He also wished to know why the extra money would not be used <br /> to stabilize the tax rate? Mr_ Goggin felt that the Committee <br /> should stick to the Long Range Plan and definitely not approve an <br /> override . Ms. King mentioned that the outer years of the CIP <br /> budget are way over_ Mr. Golub mentioned that the Executive <br /> Secretary believed that the decrease in future debt should be <br /> applied to capital items and not operation of the Town. Mr. Goggin <br /> stated that the Long Range Plan had taken this decrease into <br /> consideration. <br /> Personnel Administration Plan <br /> Ms. King discussed the meeting which discussed the <br /> reclassification. she mentioned that many employees did not pay <br /> much attention to their new job description until they saw some <br /> figures. She mentioned that some employees were upset that the <br /> Union had not gotten involved. Mr. Goggin thought the consultants <br /> did an excellent job, but he had difficulty with the proposed step <br /> increases. The Committee referred to page 29 of the proposal, B. <br /> Step Increases V. General Salary Adjustments. Mr. Goggin stated <br /> that he would feel better if there were no step increases. Ms. <br /> King also states that the 35 hour v. the 37 1/2 hour days would be <br /> discussed again. Both Mr_ Golub and Mr. Bacigalupi felt that if <br /> the steps were used, then they would need to be carefully monitored <br /> and managed. Mr. Goggin felt that a lid should be placed on salary <br /> increases to avoid employees receiving an 8% increases in a year's <br /> time. Mr. Golub suggested that any employee wishing to receive <br /> more than the lid would need to go before the Board of Selectmen. <br /> Mr. Golub also suggested giving department heads a set limit and <br /> letting them do with it what they want in regard to giving their <br /> employees a salary increase _ Mr_ Goggin suggested letting the <br /> selectmen deal with department heads and giving them a salary <br /> increase of 4% only. Mr. King stated that she would rework the <br /> numbers in the Long Range Plan.
