MASHPEE FINANCE COMMITTEE MEETING MINUTES JUNE 27, 1995 EXECUTIVE SESSION COMMENCED AT 7:45PM Finance Committee members present: Marcia King, Chairman; Sid Golub, Vice Chairman; Dan Goggin; Juan Bacigalupi and Alec Watt. The Finance Committee discussed contracts and agreed that both step increases and cost of living raises were too much for the Town to absorb. Mr. Golub stated that Dan's suggestion of giving department heads a 4% cap was discussed. Mr. Goggin agreed that he felt it was important that they had met early and had given their recommendation of a 4%, 3% and a 2% cap, inclusive of steps. Ms. King stated that comp time was also brought up. If the new union is voted in, then vacation time would be deceased. Mr. Golub also felt that comp time should not be given to salaried employees. The Committee felt that the Board of Selectmen thought the PAP would go union. Ms. King stated that she had asked if a Finance Committee member could attend contract negotiations. The Board of Selectmen said no. Ms. King was uncomfortable with the Executive Secretary handling negotiations. Mr. Bacigalupi stated that it was the Selectmen's position that if a member attend one meeting, then they should attend all. Mr. Goggin felt that lawyers were very capable of handling negotiations. He felt that it was not a good idea for Mr. Whritenour to attend negotiations without a lawyer. July 9th through July 15th the PAP becoming union would be voted on. The Fire Chief, Police Chief and deputies would not be included. Joyce Mason may also not be included in the Union. Mr. Golub said that Mr. Vaccaro appeared to be in favor of the PAP becoming union.
