MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> JUNE 27, 1995 <br /> EXECUTIVE SESSION COMMENCED AT 7:45PM <br /> Finance Committee members present: Marcia King, Chairman; Sid <br /> Golub, Vice Chairman; Dan Goggin; Juan Bacigalupi and Alec Watt. <br /> The Finance Committee discussed contracts and agreed that both step <br /> increases and cost of living raises were too much for the Town to <br /> absorb. Mr. Golub stated that Dan's suggestion of giving <br /> department heads a 4% cap was discussed. Mr. Goggin agreed that he <br /> felt it was important that they had met early and had given their <br /> recommendation of a 4%, 3% and a 2% cap, inclusive of steps. <br /> Ms. King stated that comp time was also brought up. If the new <br /> union is voted in, then vacation time would be deceased. Mr. Golub <br /> also felt that comp time should not be given to salaried employees. <br /> The Committee felt that the Board of Selectmen thought the PAP <br /> would go union. <br /> Ms. King stated that she had asked if a Finance Committee member <br /> could attend contract negotiations. The Board of Selectmen said <br /> no. Ms. King was uncomfortable with the Executive Secretary <br /> handling negotiations. Mr. Bacigalupi stated that it was the <br /> Selectmen's position that if a member attend one meeting, then they <br /> should attend all. Mr. Goggin felt that lawyers were very capable <br /> of handling negotiations. He felt that it was not a good idea for <br /> Mr. Whritenour to attend negotiations without a lawyer. <br /> July 9th through July 15th the PAP becoming union would be voted <br /> on. The Fire Chief, Police Chief and deputies would not be <br /> included. Joyce Mason may also not be included in the Union. Mr. <br /> Golub said that Mr. Vaccaro appeared to be in favor of the PAP <br /> becoming union. <br /> Ms. King mentioned that vacation time and also working lunches were <br /> also discussed. <br /> Executive Session adjourned at 8:OOPM.
