Page 2 <br /> Mr. Golub recommended hearing the commercial position, as well as <br /> the economic impact. <br /> Article 4 (water pollution control) - Sid Golub Motioned and Mr. <br /> Watt seconded the Motion to approve. Members approved 5-0. <br /> Article 5 (Waterways Commission from Waterways Committee) and <br /> Article 6 (Inland and Coastal Waterways to Waterways Commission)- <br /> Mr. Goggin Motioned and Mr. Gallo seconded the Motion to approve <br /> Articles 5 and 6. The Committee approved 5-0. <br /> Article 7 (By-law change in regard to Harbormaster) - Tabled. <br /> Article 8 (Chapter 170 of By-laws change) - The Committee approved <br /> this article by a vote of 5-0. <br /> Article 9 (transfer State Beach) - The Committee tabled. Ms. King <br /> stated that she would call the Executive Secretary to discuss this. <br /> Article 10 (upgrade of Joyce Mason from Grade 10 to Grade 12. Mr. <br /> Golub did not feel there should be money articles in the October <br /> Warrant. Mr. Goggin Motioned to disapprove Article 10, but hold <br /> until May. Sid Golub seconded the Motion and members voted to <br /> disapprove 5-0. <br /> Article 11 (Stabilization) - Ms. King indicated that she did not <br /> have an exact sum to date. <br /> Article 12 (transfer to Capital Improvement Reserve Account) - Ms. <br /> King stated that hopefully this Article will be removed. <br /> Article 13 (Landfill controlled by Board of Health) - Mr. Goggin <br /> Motioned to approve this Article. Mr. Gallo seconded the Motion <br /> and members approved 5-0. <br /> Article 14 (amend Chapter 170) - Tabled. <br /> Article 15 (Town Clerk's Office expanded) - Mr. Goggin Motioned to <br /> approve. Mr. Golub seconded and members approved 5-0. <br /> Article 16 (acceptance Chapter 100) - Mr. Goggin Motioned to <br /> approve. Mr. Gallo seconded and members approved 5-0. <br /> Article 17 ($750 chain link security fence) Mr. Goggin Motioned to <br /> disapprove Article 17. Mr. Gallo seconded and members voted to <br /> disapprove 5-0. They agreed that the Herring Warden should use his <br /> $3,500 budget and then come to them for an emergency transfer if <br /> necessary in the future. <br /> Article 18 (Human Services Agency) - Ms. King asked everyone to <br /> think about what would happen if all of the grants stopped. Could <br /> the Town afford to still provide these services? Mr. Goggin asked <br /> where the $15,000 is being spent that is currently in . the Human <br /> Services budget and how many Mashpee residents are utilizing these <br /> services. Ms. King mentioned that out of three grants, only two <br /> work and that is what this Article is in regard to. The Committee <br /> agreed to table until further information is received. <br /> Article 19 (easement for Commonwealth Electric) - Mr. Goggin <br /> Motioned to approve Article 19. Mr. Golub seconded the Motion and <br /> members approved 5-0. <br /> Article 20 (Wampanoag Indian Museum) - After much discussion the <br /> Committee agreed to table their vote until there is further <br /> clarification. Ms. King plans to attend the next Board of <br /> Selectmen's meeting. It was Mr. Goggin's suggestion that the <br /> artifacts from the museum be placed under the library's purview, so <br /> that they could be researched. It also was asked how much the <br />
