Mr. Golub seconded and members voted 5-0. <br /> Article 22 (change a circulation assistant to standard part time) - <br /> The Committee again voted unanimously to disapprove this Article. <br /> Article 23 (Wintergreen Road) - Mr. Goggin recommended waiting for <br /> the DPW Director's recommendation. <br /> Article 24 (amending Mashpee Code 14 days) - Mr. Golub asked if <br /> there were any logistical problems. Mr. Goggin answered no and Ms. <br /> King agreed that this was a good Article. The Committee voted <br /> unanimously to approve this Article. <br /> Article 25 (amending Mashpee Code sum of money) - The Committee <br /> agreed that this was also helpful and that the amount could always <br /> be amended on Town Floor, just as Article 24 could be. The <br /> Committee voted unanimously to approve. <br /> Article 26 (amending Mashpee Code capital expenditures) - Mr. Golub <br /> Motioned to disapprove this Article. Mr. Goggin seconded the <br /> Motion and members voted to disapprove this Article. <br /> Article 27 (reappointing municipal employees) - Mr. Goggin Motioned <br /> to disapprove this Article. Mr. Golub seconded the Motion and <br /> members voted to disapprove Article 27. <br /> Tax Rates <br /> Mr. Goggin explained that other than Sandwich, Mashpee has the <br /> highest tax rate on the Cape. He felt that this was a perfect <br /> opportunity for the Committee to start doing something about the <br /> Tax Rate. <br /> School <br /> Mr. Goggin stated that after reviewing the Foundation Budget the <br /> numbers appeared to be off. He did say that he thought Dr. DeMoura <br /> had done a great job in putting together a draft of Budgets v. <br /> Foundation. Mr. Goggin felt that this should also be done for the <br /> high school. Ms. King again mentioned that the State looks at net <br /> school spending. The Town has until the year 2000 to reach the <br /> Foundation Budget. She claimed that by Law, it is okay for Mashpee <br /> to be spending less than the Foundation Budget. Mr. Golub <br /> mentioned that according to the draft it shows Mashpee spending <br /> more. Mr. Goggin stated that the calculations done last year need <br /> to be revisited. Ms. King said that once the October enrollment <br /> figures are in she can work the formula and get a feeling of what <br /> the Foundation and spending numbers should be. <br /> Long Range Plan <br /> Ms. King explained that in order to gain some credibility, the <br /> Finance Committee should show no increase in Proposition 2 1/2 and <br /> move $317,000 out to zero out the balance column.
