MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> SEPTEMBER 12, 1995 <br /> MEETING COMMENCED AT 7:OOPM <br /> Finance Committee members present: Marcia King, Chairman; Sid <br /> Golub; Dan Goggin; Juan Bacigalupi; Tony Gallo and Alec Watt. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> Juan Bacigalupi MOTIONED to accept the Minutes of August 29, 1995 <br /> as written. Dan Goggin seconded the Motion and members approved <br /> unanimously. Tony Gallo MOTIONED to approve the Minutes of <br /> September 5, 1995 as written. Sid Golub seconded the Motion and <br /> members approved unanimously. <br /> Association of Town Finance Committees <br /> Ms. King informed the Committee that the annual meeting will take <br /> place on October 28th at the Framingham Sheraton. Ms. King asked <br /> which committee members would like to go. She would be unable to <br /> attend. Mr. Bacigalupi and Mr. Golub would be attending. <br /> October Warrant <br /> Ms. King explained that the article from the Herring Warden <br /> requesting $750 was removed from the Warrant. The Selectmen had <br /> agreed that the Herring Warden could first use his expense account <br /> and then request an emergency transfer at a later time. However, <br /> Ms. King mentioned that three additional articles were added. The <br /> three articles related to contracts involving the Clerical Union, <br /> Department of Public Works and the Police Sergeants' Union. The <br /> Committee also received correspondence from the Executive Secretary <br /> regarding proposed contract settlements. Ms. King explained that <br /> the contracts are giving a 3% raise in July and then 2 1/2% for the <br /> next two years. They have also added five steps. The total cost <br /> of this article is approximately $14,000 Clerical, $10,000 DPW and <br /> less than $10,000 Police Sergeants. Mr. Golub was not in favor of <br /> approving these articles. Mr. Goggin also remembered recommending <br /> limiting total increases to 4% for the first year, then 3% and then <br /> finally 2%. This would total 9% inclusive of cost of living <br /> increases and step increases. Mr. Golub claimed that the Executive <br /> Secretary is recommending ilk. Mr. Golub stated that after <br /> removing the employees who are at the top of their grade, employees <br /> who remain are receiving cost of living increase of 3%, 2 1/2% and <br /> 2 1/2% plus a 2% step increase each year. Mr. Bacigalupi, however, <br /> mentioned that step increases are being reduced from 4% to 2%. Ms. <br /> King agreed that employees should receive a 0%, 2 1/2% and 2 1/2% <br /> because a raise was just given in May. <br /> Mr. Goggin inquired as to whether or not the Finance Committee has <br />
