ti <br /> NASHPEB FINANCE COMMITTEE MEETING MINUTES <br /> SEPTEMBER 21, 1995 <br /> MEETING COMMENCED AT 5:30PM <br /> Finance Committee members present: Marcia King, Chairman; Sid <br /> Golub; Dan Goggin; Juan Bacigalupi; Tony Gallo and Alec Watt. <br /> Selectmen present: Jim Vaccaro, Chairman; George Costa and Nancy <br /> Caffyn. Judy Mills and Peter DiNizio were not present. Bob <br /> Whritenour, Executive Secretary was present for this meeting. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> Ms. Caffyn requested that an open meeting be held prior to entering <br /> into Executive Session. She had questions regarding Stabilization <br /> and certain other articles. Mr. Vaccaro stated that free cash was <br /> not certified and not available to be placed in Stabilization. Mr. <br /> Vaccaro said that it could be placed into Stabilization in May. <br /> Mr. Golub's concern was that a capital need may arise in May and <br /> that the free cash may not make it to Stabilization. Mr. Vaccaro <br /> mentioned that it was the Selectmen's commitment to take all but <br /> $200,000 and place into Stabilization. <br /> Mr. Goggin asked if there were any new growth numbers from the <br /> assessors? Mr. Whritenour answered that it looked pretty close to <br /> the estimate. <br /> i <br /> Ms. Caffyn also mentioned that there was not a particular grade <br /> listed in Article 5. She felt it would be helpful to list the <br /> present grade and the grade being requested in the article. Mr. <br /> Costa answered that the present grade is 10 and the request is to <br /> move the Administrative Assistant to the Board of Selectmen to a <br /> grade 12. This grade 12 salary would equal the salary amount of <br /> the Personnel Administrator, according to Mr. Costa. Ms. Caffyn <br /> reiterated that she would like to see this listed in the article. <br /> Ms. Caffyn's next concern was that the article numbers would be <br /> changing after the Warrant had been approved. She felt that any <br /> articles that would be added should be placed at the end of the <br /> Warrant. Mr. Vaccaro stated that the petition articles are always, <br /> at the end of the Warrant. Ms. Caffyn then suggested placing any <br /> new articles after the last article, but before the petition <br /> articles-. <br /> Mr. Goggin asked the purpose of acquiring the State Beach. Mr. <br /> Vaccaro explained that it would be in the Town's favor to takeover <br /> the State side. The side which the Town now uses will eventually <br /> be destroyed in a storm and will not be rebuilt. It was Mr. <br /> Costa's opinion that the State will not hand over their parking lot <br /> any time soon or too willingly. <br />
