P <br /> Page 2 <br /> Mr. Goggin asked what was being done to fringe benefits in the <br /> Clerical contract? What occurred with sick time and holidays? Mr. <br /> Whritenour answered that the contract does away with the day before <br /> Christmas Eve holiday. The employees will receive 13 paid <br /> holidays. Ms. King asked why they get Christmas Eve off? Mr. <br /> Whritenour also explained that contracts change the fact that part <br /> time employees would receive the same amount of sick and vacation <br /> time as a full time employee. Mr. Golub suggested only hiring part <br /> time employees at 19 hours and not giving them any benefits. Ms. <br /> Caffyn asked why in Mashpee 20 hours triggers benefits? Mr. <br /> Whritenour answered that it is working 990 hours per year that <br /> triggers benefits. He claimed that it is not different than in any <br /> other town on the Cape. Mr. Whritenour said that Massachusetts <br /> General Laws sets the statutory threshold. <br /> Ms. Caffyn was very uncomfortable that the Finance Committee had <br /> not been involved with negotiations with the Selectmen. Mr. Costa <br /> felt that the Executive Secretary had done a great job and could <br /> not have done any better. <br /> Ms. King asked why there were reclassifying articles in this <br /> Warrant? Mr. Whritenour answered that the Town needed some <br /> structural system that makes sense. He said that he had met with <br /> the Personnel Board and the dispatchers should be reclassified, as <br /> well as two other positions needing an increase of 1 grade. <br /> Mr. Vaccaro indicated that he wanted to release this information to <br /> the public. He would like to ratify these contracts, based on Town <br /> Meeting approval. Mr. Vaccaro said that if the Selectmen vote to <br /> ratify this contingent on Town Meeting approving funds, he would <br /> assume they could be renegotiated if not approved. He did not want <br /> the Executive Secretary to lose his credibility as negotiator. The <br /> Executive Secretary feared going back to the table to renegotiate. <br /> He stated that these contracts already contain so much give back. <br /> Mr. Vaccaro's assumption was that these contracts will be ratified <br /> and it will be the obligation of the Selectmen to not speak against <br /> them. Ms. King was unsure of exactly what the give back was since <br /> most employees would be at step 2 anyway. George Costa Motioned to <br /> allow the Executive Secretary to release this information to the <br /> Public. Ms. Caffyn seconded the Motion and Selectmen voted, Mr. <br /> Vaccaro (yes) , Mr. Costa (yes) and Ms. Caffyn (yes) . <br /> Jim Vaccaro Motioned to adjourn from Executive Session at 6:40PM. <br /> Ms. Caffyn seconded the Motion and the Selectmen voted, Mr. Vaccaro <br /> (yes) , Ms. Caffyn (yes) and Mr. Costa (yes) . Sid Golub Motioned to <br /> adjourn from executive Session and have the Finance Committee <br /> return to regular session. Mr. Gallo seconded the Motion and <br /> members voted, Ms. King (yes) , Mr. Goggin (yes) , Mr. Golub (yes) , <br /> Mr. Bacigalupi (yes) , Mr. Gallo (yes) and Mr. Watt (yes) . <br /> Executive Session adjourned at 6:40PM.
