V <br /> MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> SEPTEMBER 26, 1995 <br /> MEETING COMMENCED AT 7:OOPM <br /> Finance Committee members present: Marcia King, Chairman; Sid <br /> Golub; Dan Goggin; Juan Bacigalupi; Tony Gallo and Alec Watt. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> Minutes <br /> Juan Bacigalupi Motioned to accept the Minutes of September 12, <br /> 1995 as written. Mr. Goggin seconded the Motion. Mr. Golub asked <br /> that the Minutes be changed to correct an error on page 1. The <br /> Minutes should have read a 3%, 2 1/2% and a 2 1/2% increase, <br /> instead of an increase of 4%, 3% and 2% on line 6 from the bottom. <br /> With the correction noted members approved the Minutes unanimously. <br /> Article 8 <br /> The Chairman asked the Committee if they felt ready to make a <br /> decision regarding the Human Services article. Mr. Goggin <br /> mentioned that the Finance Committee had not received the <br /> additional information they had requested. Mr. Goggin recommended <br /> voting on the article at Town Meeting. Ms. King agreed that the <br /> Committee should vote on the article at Town Meeting. <br /> Contracts <br /> Ms. King felt that the Committee was aware of her feelings <br /> regarding Articles 2, 3 and 4. Mr. Golub felt that the contracts <br /> were beyond the guidelines that the Finance Committee agreed to at <br /> a previous meeting with the Board of Selectmen. He also was <br /> disturbed that the Finance Committee had not been included after <br /> that initial meeting. Ms. Ki-ng said that a salary survey of Cape <br /> Cod towns show that Mashpee does not have the lowest or the highest <br /> paid employees on the Cape. <br /> Mr. Golub Motioned that the Finance Committee recommend voting <br /> against Articles 2, 3 and 4. Mr. Watt seconded the Motion. Mr. <br /> Bacigalupi disagreed that step increases should be removed from the <br /> contracts. He felt that for employees, steps were added for their <br /> responsibilities, longevity and gained experience. However, Mr. <br /> Bacigalupi did mention that he would like some guidance as to what <br /> employees are required to do to receive a step increase. <br /> Ms. King stated that these employees do receive annual longevity <br /> pay after five years. Mr. Watt agreed that the contracts appeared <br /> to be very generous. Mr. Watt thought it would be helpful to <br /> compare these employees to the private sector, rather than <br />
