Mr. Goggin felt that approving the <br /> contracts, at this time, would set a precedent for all the other <br /> contracts that are up for negotiation. Mr. Golub mentioned that a <br /> graph should be prepared for Town Meeting showing Mashpee as being <br /> average for salaries. Mr. Watt also mentioned that these salaries <br /> in the survey are exclusive of benefits, medical, vacation or sick <br /> time. <br /> Mr. Goggin asked what other changes are in the contracts? Ms. King <br /> could not respond because she has not seen the contracts. <br /> Mr. Golub felt that these wage increases were modest at best, but <br /> because of the economic times belt tightening should be <br /> recommended. The Town cannot afford wage increases that are well <br /> above the growth factor, according to Mr. Golub. He felt that it <br /> has been to long since the Town paid attention to the taxpayers. <br /> He agreed with Mr. Goggin that if the Finance Committee approved <br /> these articles they would sending the wrong message. <br /> Ms. King asked that the Finance Committee vote on the Motion on the <br /> floor. The Committee voted 5-1 opposing Article 2, 3 and 4, Mr. <br /> Bacigalupi approving. <br /> Mr. Golub asked what presentations would be made on Town floor? <br /> Ms. King stated that she would prepare some overheads to help their <br /> arguments. Mr. Goggin suggested listing the benefits as well as <br /> the salary survey. Mr. Bacigalupi also suggested that the Chairman <br /> should give a reason why the Finance Committee disapproves. Mr. <br /> Goggin mentioned for Ms. King to include that Mashpee is one of the <br /> highest towns on the Cape for tax rates. Mr. Goggin also felt that <br /> the Long Range Plan could be mentioned and that it includes a tax <br /> rate that will not increase. <br /> Mr. Watt also felt it was wrong that the article numbers have been <br /> changed dramatically since the first Warrant. He felt that there <br /> should be some order, because the articles that came in last are <br /> now in front. Mr. Goggin agreed that the Committee should review <br /> and take a position on this. Ms. King mentioned that Selectman <br /> Caffyn had also been surprised at the order of articles. Mr. <br /> Bacigalupi thought that the By-Laws may contain a statement that <br /> says articles should be placed in the Warrant in the order they are <br /> received. He also stated that if a petitioner places an article on <br /> the Warrant, he or she should be entitled to give an explanation. <br /> Ms. King mentioned that the article reclassifying the <br /> Administrative Assistant in the Selectmen's office may be pulled. <br /> If it remains on the Warrant, Mr. Bacigalupi will address at Town <br /> Meeting. He will also address the reclassification of certain <br /> library staff. The Finance Committee feels that the time for this <br /> is in the spring. Mr. Goggin will discuss the Mashpee Wampanoag <br /> Museum. Mr. Golub agreed to discuss the petition article relating <br />
