The Committee discussed the fact that free cash was not certified and cannot be placed into Stabilization. Mr. Bacigalupi mentioned that the Town Accountant would have forfeited $890,000 if she had not completed the audit for the schools. Mr. Watt suggested that whoever addresses the Stabilization Article makes sure the taxpayers realize it was not the fault of the Finance Committee. Mr. Goggin also mentioned that he has requested a trial balance on two occasions and has not received one. Finance Committee Applicant Ms. King informed the Committee that Mr. Maloney has again showed interest in being part of the Finance Committee. She would like to invite him to attend another meeting. There is also still a CIP spot vacant. New Business Mr. Bacigalupi explained that according to Town By-Laws, capital requests need to be submitted by September 30th. Information has not yet been sent to Department Heads. Ms. King thought that information may have been sent. Mr. Bacigalupi asked to recommend to the Executive Secretary that he allow Department Heads a 1.5% or 2% increase and to maintain the same level of service. Ms. King' asked if the Committee wished to have Mr. Whritenour in for a meeting? Mr. Goggin suggested that Mr. Bacigalupi prepare a letter or budget recommendation based on the Long Range Plan and the Committee will review it Monday night. Mr. Golub asked when the Committee would review the Long Range Plan? Ms. King felt that there would definitely be some revising due to the high school. She said that they usually begin to review it in January. Ms. King also mentioned that the Committee is awaiting a four year budget for the high school. She would be in contact with Dr. DeMoura.
