Page 2 <br /> Selectmen's meeting room. Ms. King indicated that she has run some <br /> basic numbers and they appear to be right in line with the Long <br /> Range Plan. She loaded population figures and it came out to be <br /> $9.2 million for the Foundation Budget. Ms. King informed the <br /> Committee that the Executive Secretary has already made contact <br /> with her about a possible rumor that the Finance Committee would be <br /> under funding schools this year. Ms. King felt that the Finance <br /> Committee and the Schools will not be too far apart. Ms. King had <br /> spoken to Dr. DeMoura and said, in her opinion, the Finance <br /> Committee would recommend $400,000 for ninth graders, approximately <br /> $5,000 per student. She explained that the most would be $500,000. <br /> The Long Range Plan contains $400,000. Ms. King explained that Dr. <br /> DeMoura has $1.7 million for the ninth graders. She has calculated <br /> $400,000 plus $500,000 from Falmouth totalling $900,000. At the <br /> low end we are $600,000 apart from Dr. DeMoura's request and at the <br /> high end we are at $800,000 apart. <br /> Mr. Goggin asked then if Dr. DeMoura is looking for $10 million to <br /> fund the schools? Ms. King answered that she has calculated that <br /> the Finance Committee is at $9.2 million. By the Long Range Plan <br /> the two are $1.3 million apart. Mr. Goggin mentioned that at the <br /> last joint meeting with the School Committee, the Finance Committee <br /> requested a five year plan as to what the high school will cost and <br /> also the overhead costs. Mr. Golub felt that it would be helpful <br /> to receive this information prior to their joint meeting. Ms. King <br /> said that she would contact Dr. DeMoura. <br /> Mr. Golub mentioned that he has been sitting in on the School's <br /> contract negotiations. He indicated that Section B (assistant <br /> principals and administrators) has been settled. They are now <br /> negotiating the main body. Mr. Goggin asked if anything was done <br /> regarding medical benefits? Mr. Golub answered no. Mr. Goggin <br /> said that a higher employee contribution to medical benefits should <br /> be discussed. <br /> It was Mr. Golub's suggestion that the Finance Committee, during <br /> negotiations, present a number which they will agree to recommend <br /> so that there will be some starting point. He felt that it was <br /> wrong to just settle the easy items first and then argue the larger <br /> items. They should be given a certain amount so that they will <br /> know exactly what money is available. Mr. Golub felt that all <br /> money issues presently are discussed last. Mr. Goggin recommended <br /> informing the School during negotiations that the Finance Committee <br /> will only recommend a total of 3% including steps. <br /> Mr. Golub suggested asking the negotiators to be more frugal with <br /> contracts in order to receive extra money for the high school. Mr. <br /> Goggin did not agree with this idea. The next meeting to negotiate <br /> this contract is December 4th or 5th. <br /> Mr. Golub asked that a letter be sent to all responsible in <br /> negotiating these Unions' contracts and inform them that the <br />
