Page 3 <br /> Finance Committee is recommending a total of 3% increase including <br /> steps. The Finance Committee is also recommending that employees <br /> pay a larger contribution to medical benefits. Mr. Watt asked that <br /> all Finance Committee members get a chance to review this letter <br /> before it is sent. <br /> New Position - Asst. to the Exec. Secy. <br /> Ms. King circulated a copy of a memorandum sent to Kopelman and <br /> Paige from Robert Whritenour asking that they provide their <br /> approval for the implementation of Employment Agreements for the <br /> Assistant to the Executive Secretary and also the Fire Chief. Ms. <br /> King provided a copy of the Massachusetts General Law which <br /> describes the Town Manager, administrator, executive secretary or <br /> administrative assistant. The Committee agreed that this was done <br /> incorrectly. Mr. Goggin suggested going to Town Counsel and <br /> researching the original creation for Joyce Mason. This law may be <br /> describing only one person, the Executive Secretary. <br /> Ms. King asked what the Committee felt about personal contracts? <br /> She was not in favor of them. Mr. Goggin felt it was necessary to <br /> investigate this and how it will apply to the Town. The Selectmen <br /> will have no budget restraints and can give someone more money. <br /> Ms. King indicated that for Joyce Mason it is a 10% raise. Mr. <br /> Goggin asked if Mr. Watt would prepare a letter to Kopelman and <br /> Paige asking if the Board of Selectmen are authorized to create a <br /> position at a Board of Selectmen's meeting. It was suggested that <br /> the Town Clerk be contacted about a copy of the new By-Laws. Ms. <br /> King also asked Mr. Watt to send a copy to the Executive Secretary. <br /> Open Meeting Law <br /> A letter was sent to the Finance Committee from the Board of <br /> Selectmen inviting them to attend a special informational meeting <br /> on the Open Meeting Law. The session is being coordinated by the <br /> League of Women Voters and will be held at the Coombs School on <br /> Wednesday, December 6th. The letter indicated that all board <br /> secretaries were invited and encouraged to attend, but should not <br /> expect to be compensated. Mr. Bacigalupi MOTIONED to compensate <br /> their board secretary to attend and to take notes. Mr. Goggin <br /> seconded the Motion and members approved 6-0. <br /> Other Business <br /> The Committee received a packet (Fiscal Facts for Mashpee) from the <br /> Department of Revenue. It was suggested that Mr. Bacigalupi do a <br /> comparison of fiscal facts of all the Towns included within <br /> Barnstable County. <br /> The Committee agreed to have onlyone meeting during the month of <br /> December. They will meet on the second and fourth Tuesday in <br /> January and then begin to. meet weekly in February. <br />
