13 <br />Board of Selectmen <br />Minutes <br />September 12, 2016 <br />Review and adoption of Board of Selectmen Poliev #1066. Senior Pro_nerty Tax Work -Off Proeram. <br />Lvnne Waterman (COA Director): <br />Lynne Waterman, Council on Aging Director attended the Selectmen's Meeting to review the Senior <br />Property Tax Work -Off Program. For the Board's approval was Policy 4066 which represents the <br />recommendations and guidance of the Council on Aging Director and Department Heads involved in <br />the program. <br />The senior property tax work -off program has been in operation for the past sixteen years. The new <br />guidelines clarify the mission to provide tax relief for low income elders and establish financial <br />guidelines to match the guidelines of the state's fuel assistance program which change annually. Proof <br />of income by candidate providing a copy of tax return would also be necessary to participate in the <br />program. Ms. Waterman explained the policy requires that a candidate not own a home in another <br />community, and two members of the same household may not participate in the program in the same <br />year. Candidates are selected by lottery. The maximum number of positions annually is 25, and the <br />maximum credit per candidate is $750 with an option to increase the dollar amount in fixture years. All <br />selected candidates are subject to all procedures required by the Town including a CORI review, and <br />the completion of lA and W-4 forms. The Internal Revenue Service process would also be followed <br />when posting a payment against a participant's tax bill. <br />For tracking purposes the Board of Selectmen requested to obtain an annual report regarding the <br />number of application's received. It was noted that tax returns are reviewed by the COA Director <br />only. If an applicant qualifies for fuel assistance, the applicant would qualify for the Senior Property <br />Tax Work -Off Program offered by the Town of Mashpee. <br />Motion made by Selectman Cotton to adopt Board of Selectmen Policy #066, Senior Property <br />Tax Work -Off Program as presented. <br />Motion seconded by Selectman Sherman. <br />VOTE Unanimous. 5-0. <br />Roll Call Votes <br />Selectman Gottlieb, yes Selectman Cahalan, yes Selectman O'Hara, yes <br />Selectman Cotton, yes Selectman Sherman, yes Opposed, none <br />
