14 <br />Board of Selectmen <br />Minutes <br />September 12, 2016 <br />Discussion and annroval to Brant Conservation Restriction on the Mills Property: <br />For several years, the Town of Barnstable has held $150,000, a CPA contribution towards the Town of <br />Mashpee's purchase costs for the acquisition of the Mills Property. Special legislation has granted <br />support for the project upon the granting of a Conservation Restriction to the Department of Fish and <br />Game. <br />Motion made by Selectman Cahalane to grant a Conservation Restriction (CR) on the Mills <br />Property to the Department of Fish and Game; subject to the Town of Barnstable reimbursing <br />the Town of Mashpee Community Preservation Committee $150,000 towards the purchase of the <br />Mills Property authorizing the Town Manager to proceed with the transaction accordingly. <br />Motion seconded by Selectman Sherman. <br />VOTE: 5-0. <br />Roll Call Vote: <br />Selectman Gottlieb, yes Selectman Cahalane, yes Selectman O'Hara, yes <br />Selectman Cotton, yes Selectman Sherman, yes Opposed, none <br />Review and annroval of October 2016 Annual Town Meetina Warrant:, <br />The Board of Selectmen conducted a final review of the October 17, 2016 Annual Town Meeting <br />warrant. <br />As noted; Article 17 — Sight Obstruction and Article 21— Noise Control were modified by Town <br />Counsel, explanations only. <br />The Board of Selectmen conducted due diligence and each article was considered. It was noted the <br />CPC Article #12 for Solar Panels associated to the Habitat for Humanity projects on Orchard and <br />Quinaquisset Roads was withdrawn by the applicant, Habitat for Humanity. <br />Articles HELD for additional review include Article #10 & Article #21: <br />Article #10: CPC — Historic District Simase Proiect: <br />Motion made by Selectman Sherman to support Article #10 on the October Town Meeting <br />warrant. <br />Motion seconded by Selectman Cahalane. <br />VOTE: 4-1. Motion carries. <br />Roll Call Vote: <br />Selectman Gottlieb, yes Selectman Cahalan, yes Selectman O'Hara, no <br />Selectman Cotton, yes Selectman Sherman, yes Opposed, (1) <br />
