7 <br /> Board of Selectmen <br /> Minutes <br /> July 10, 2017 <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Memorandum of Understanding between the Town of Mashpee and the Mashpee Public Schools: <br /> Town Manager Rodney C. Collins presented a Memorandum of Understanding(MOU)dated <br /> June 22,2017 relative to Facilities Protocols between the Town of Mashpee and the Mashpee Public <br /> Schools. All parties are in agreement with the document to enhance efficiencies,promote a harmonious <br /> working relationship and to foster a functional personnel system with conditions recognized and <br /> stipulated by the Town Manager and Superintendent of Schools. <br /> There was no action required from Board of Selectmen with respect to this regard. <br /> NEW BUSINESS <br /> AWroval to reconvene the By-Law Review Committee: <br /> Motion made by Selectman Cahalane to reconvene the By-Law Review Committee. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman O'Hara,yes Selectman Cotton,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman. Cahalane,yes Opposed, none <br /> Acceptance of proposal for lease of real property for installation of cellular/wireless equipment at 101 <br /> Red Brook Road, Blue Sky Towers, LLC: <br /> Wayne E. Taylor, Assistant Town Manager indicated that five proposals were received in response to a <br /> Request for Proposal for the Lease of Town Property for the installation of cellular/wireless equipment at <br /> 101 Red Brook Road the site of the Mashpee Fire Substation#2. <br /> The most advantageous proposal, approved by Town Counsel to form was received from Blue Sky <br /> Towers of North Reading, MA. The Town of Mashpee will receive an annual lease payment of$24,000 <br /> for year one and a proposed revenue share of 35% of gross rent actually received from future major <br /> wireless broadband tenant's sublease payment. In addition, the Town will receive a$100,000 capital <br /> contribution, paid upon receipt of full zoning,permitting and close-out certificate of occupancy <br /> documents from the Town of Mashpce and the Cape Cod Commission. With the permitting process it is <br /> estimated the project would be completed in 18 months. It was noted that connection will improve in this <br /> area. The project will also benefit the Police, Fire, DPW and Information Technology Departments. <br />
