Cod for projects located in the "JBCC Notification Zone" shown on a map entitled <br /> "Joint Base Cape Cod Notification Zone In Mashpee" dated 9/25/2017 <br /> The Chair read for the record the public hearing notice. Mr. Fudala indicated that the request <br /> was the result of a study with 3BCC, the surrounding towns and the Cape Cod Commission to <br /> create a"Notification Zone." A map was provided showing areas that could be impacted by <br /> town approved projects. Notice would be sent to The Executive Director, CDR Camp Edwards, <br /> Commanding Officer Coast Guard Base Cape Cod, Commander, 102d IW/CC and Commander <br /> 6"' Space Warning Squadron. <br /> There was no additional comment from the Board or from the public. <br /> MOTION: Mr. Balzarini made a motion to close the public hearing. Mr. Kooharian <br /> seconded the motion. All voted unanimously. <br /> MOTION: Mr. Balzarini made a motion to amend the Special Permit Regulations as <br /> proposed. Mr. Kooharian seconded the motion. All voted unanimously. <br /> .7:20 Applicant: Evergreen Energy, LLC <br /> Location 588 Main Street, Assessors' Map 19, Block 10 <br /> Request: Approval of Definitive Subdivision Plan for 12 lot industrial/commercial <br /> subdivision (continued from November 1, 2017) <br /> The appointed time having arrived, the Chair read for the record the Public Hearing Notice. <br /> Attorney Mike Ford and Engineer/Land Surveyor, Mike McGrath, were in attendance to <br /> represent the project proponent. Mr. McGrath reported that he had responded to Mr. Rowley's <br /> comments about the project and submitted revised plans. Mr. McGrath noted that three <br /> additional requests had been suggested but requested that the Board grant an approval with <br /> conditions. Among the additional items requested by Mr. Rowley were additional monuments, <br /> pavement adjustment at the catch basin and properly labelling of the post size in the guard rail. <br /> Mr. Rowley pointed out that the revised plans did not contain the additional monuments <br /> requested, and in fact, removed some of the monument, adding a note to the plans in their place. <br /> Mr. McGrath responded that the monuments were shown on the plan and profile, but Mr. Fudala <br /> noted that those plans would not be recorded. The Chair stated that they would like the <br /> monuments placed on the recordable plan. <br /> Mr. McGrath reported that the water quality report had been presented to the Board of Health, <br /> which was approved, although they did not approve the waiver of wells. Mr. McGrath stated <br /> that it was very difficult to construct the wells. They agreed to place the three wells prior to the <br /> expiration of the appeal process. Mr. Ford stated that the Board of Health supported placing the <br /> wells at the time of the construction of the road. Since the Zoning Bylaw did not provide for it, <br /> Mr. Ford asked that the Planning Board approve the plan, but wait to endorse it until the wells <br /> were completed. Mr. Fudala stated that the wells should be installed and results submitted as <br /> part of the application process. The Chair inquired whether there would be a liability issue to <br /> approve the plan without endorsement. Mr. Fudala stated that the well installation, and complete <br /> testing results, would be added as a condition. Mr. Ford agreed to the condition. Mr. Rowley <br /> 2 <br />
