3 <br /> Board of Selectmen <br /> Minutes <br /> November 27, 2017 <br /> Public Hearing- Tax Classification, Jason Streebel, Craig; Maw(continued) <br /> The Water District rate has decreased by $0.01 to $.10 per$1,000 valuation, and the CPC rate of$0.27 <br /> remains the same. The total FY 18 tax rate is $9.29. <br /> When considering the debt of the Mashpee High School project and Quashnet School renovation <br /> project, Mr. Mayen indicated the debt will be about the same. In future years,the Cape Cod Technical <br /> School construction project will be incorporated into debt projections as well and wastewater and other <br /> management projects. It was agreed the Board of Selectmen would further discuss options and <br /> alternatives to funding, and the impacts to the tax rate at a future meeting with the Financial Team, <br /> To promote fair and equitable taxation,the Board of Assessors voted at their November 15, 2017 <br /> meeting to recommend a single tax rate be adopted with no residential exemption and no small business <br /> exemption and no discount for Open Space. <br /> Mr. Streebel indicated that a residential exemption is not a viable shift in the tax rate at this time. It was <br /> explained a small commercial exemption would shift the tax rate and would burden the entire tax base. <br /> Businesses would increase prices and pass along the increases to the consumer. Shifting would also <br /> require additional software, and tax bills would be late. When considering a shifting of the tax rate, 10% <br /> of the tax base is used as a threshold. <br /> It was noted that several Cape towns have adopted a residential exemption to assist those on the lower <br /> economic curve. This includes Barnstable, Provincetown, and Nantucket. It was suggested the shift be <br /> evaluated further to grant relief to residents who fall in the middle range, with homes averaging less than <br /> $750,000 in value. <br /> Motion made by Selectman Sherman to close the Public Hearing. <br /> Motion seconded by Selectman Gottlieb. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman O'Hara, yes Selectman Cotton,yes Selectman Sherman,yes <br /> Selectman Cahalane,yes Selectman Gottlieb,yes Opposed,none <br /> Motion made by Selectman Sherman to move that the Town of Mashpee adopt a tax rate Factor <br /> of"1" for all classes of property with no discount for Open Space,no Residential Exemption and <br /> no Small Commercial Exemption. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: 4-1.
