Botsford went online to submit the budget. Mrs. Botsford presented the warrants for review and <br /> signature. The warrants for signature tonight are for the month of October 2016 and total as follows: <br /> $29,757.69 for 4001, $44,052.14 for MRVP, $64,168.62 for Asher's Path Apartments, $5,756.90 for HAP, <br /> and $9,815.69 for Great Cove Community. All rents are paid in full at Homeyer Village and Asher's Path. <br /> We have one resident at Great Cove Community and one at Breezy Acres who have not paid and still one <br /> from Homeyer Village that moved out owing a balance. All have been contacted and have acceptable <br /> arrangements. We are 100% occupied at all properties. We had one vacancy at Asher's Path November <br /> 1 and the unit was already leased. We expect another vacancy at the end of this month and are in the <br /> process of qualifying the applicant. <br /> EXECUTIVE DIRECTOR'S REPORT&UPDATES: <br /> Mrs. Botsford stated that she had mailed her report for October and had a few items to add: <br /> • I'll be attending the MassNAHRO Fall Conference next week and am a moderator for the session <br /> on the new procurement law. <br /> • I attended a ceremony last Friday at MassHousing to receive an award for reaching our Minority <br /> Business Enterprise goal, which is 14% of spending. <br /> • Melissa is scheduled to take her final class required to obtain her MassNAHRO Board Member <br /> Training Certificate (they are usually given out at the MassNAHRO spring conference). <br /> • Mrs. Botsford signed the contract for FISH 172042 to start the work for the Parking Lot <br /> Expansion, <br /> OLD BUSINESS: none <br /> NEW BUSINESS: <br /> a) Mashpee Commons Assisted Living Contract: Mrs. Botsford wanted to report to the board that <br /> she has signed the contract with Northbridge Companies who is building new assisted living units <br /> in Mashpee (expected construction completion spring of 2018). We will be monitoring their 7 <br /> affordable units at $125 per unit. <br /> b) Veteran's Preference changes/waiting list outreach: Mrs. Botsford shared information from <br /> DHCD's Public Housing Notices #2016-29 and 2016-32. Regulations have changed with regard to <br /> Veterans preference in Public Housing, so all applicants on the list were notified. Veteran now <br /> get a preference even if they do not live in the town they are applying in. <br /> c) Fiscal Year-end Budget Certification—Schedule of all Positions: Mrs. Botsford explained that this <br /> was a new form that DHCD wants us to use and submit. She explained what each of the <br /> columns represent in this DHCD spreadsheet. The information on the certification was filled out <br /> by Mrs. Botsford based on our payroll program, confirmed by the Fee Accountant, and needs to <br /> be signed off on by all board members, as well as Mrs. Botsford. The form with information on it <br /> was sent to the board to review before the board meeting. The chair asked if there were any <br /> questions. There being none, all members signed. Mrs. Botsford reported that Ms. Allen signed <br /> already, knowing she wouldn't be able to be at the meeting tonight and Mrs. Botsford will get Mr. <br /> Halpern's signature later so that she can submit it to DHCD. <br /> OTHER BUSINESS: Mr. Shackett asked how the question that passed about marijuana will affect our <br /> housing. At this time, there is no guidance from DHCD, but Mrs. Botsford stated that it should be coming. <br /> It is going to take time to implement the new law and until that is done, things remain the same. In <br /> addition, she pointed out that Federal law overrides State law and smoking marijuana is still against <br /> Federal law. We will be looking to DHCD for guidance.
