Update on MSBA Accelerated Repair Program(continued) <br /> • Dawn said borrowing authorization for the full amount would go to Town Meeting. Does not <br /> require ballot vote. <br /> • Then, let's say$250,000 is borrowed to get project started; every$50,000 invoice we submit to <br /> State and get back,we would use those funds. So we would temporarily borrow money to start <br /> the project and use reimbursement funds from State as they come in for the construction. <br /> • Once project is complete,then we would determine how to fund and borrow only what is needed. <br /> • Paul Funk said what he understood from the Selectmen meeting is it was suggested funding to be <br /> one-third, State;one-third, School; and one-third,Town. <br /> • Window replacement project will be in FYI 7, because CIP authorization needed. <br /> Paul Funk said school turns back funds each year that goes into free cash. He said last year they turned <br /> back about$300,000. He questioned whether those funds could be used against some of these projects. <br /> Dawn said free cash is certified each September; and Selectmen and Town Manager decide where these <br /> funds applied. Both Catherine and Dawn pointed out the normal cip projects---such as flooring,etc.----are <br /> taken from free cash funds. <br /> CONCLUSION: Joe Brait motioned to accept PC-1 estimated at$1,750,000; Irving Goldberg seconded <br /> the motion. <br /> Vote: 4-Yes. <br /> Steve Cook,yes. Scott McGee,yes. <br /> FYI 8-FY23 Capital Improvement Projects <br /> The PCC Board stated the Town Manager's input at next meeting is definitely needed in order for them to <br /> be able to review and prioritize capital improvement projects list. <br /> New Business <br /> Paul Funk said the Interim Superintendent of Schools wanted him to bring forward the vestibule for the <br /> gym door at the Quashnet School so voters don't have to walk through school at time of voting. <br /> Catherine Laurent said she will talk with Patty since something temporary can be done for twice a year. <br /> Next Meeting...To be determined. <br /> Adjournment <br /> Irving Goldberg motioned the meeting be adjourned;Joe Brait seconded the motion; and the motion was <br /> unanimously passed.
