• Town Hall is closed on Thursday, December 24, 2015 so Mrs. Botsford plans on closing the <br />housing authority offices that day as well, if acceptable to the board. <br />OLD BUSINESS: none <br />NEW BUSINESS: <br />a) Update to Home er Village Parking Policy: Mrs. Botsford presented the proposed update to the <br />board. The changes represent changes needed in order to represent assigned parking, which she <br />has decided would be best for the development. There is a need for more parking and this <br />should be explored when doing our capital plan for next fiscal year. After a brief discussion, a <br />motion was made by ]ill Allen and seconded by Kevin Shackett to approve the <br />changes to the Homeyer Village Parking Policy as presented with changes. The motion <br />was adopted. <br />b) Update to Personnel Poli Section VI G 2 : Mrs. Botsford presented the proposed update to <br />the board. The changes represent some practices that have already been in place but that were <br />not contained in the current policy. Additionally, it specifies that an employee is expected to <br />telephone their supervisor when they expect to be out sick (no text messaging). A brief <br />discussion ensued and Mr. Halpern raised a question about whether the language is in-line with <br />the new employment law, Mrs. Botsford stated that she believes it is, but she will double-check <br />with Attorney Grace, A motion was made by Richard Halpern and seconded by Till Alien <br />to update the Personnel Policy, Section VI(G)(2) as presented, after review by <br />Attorney Grace. The motion was adopted. <br />c) Em to ee merit bonuses, Mrs. Botsford had requested of the chair that this item be placed on <br />the agenda. Normally, merit bonuses are issued to employees when Mrs. Botsford does annual <br />evaluations, which is in April of each year. This past year, Mrs. Botsford did not issue merit <br />bonuses for a few reasons; some employees received large pay raises as a result of our contract <br />with Brewster Housing Authority; final numbers hadn't come in yet on our .Incentive Management <br />Fee for managing Asher's Path, and final numbers were not in yet as far as how much we had <br />earned in administrative fees for all of the capital jobs we did in Fiscal Year 2014 and 2015. Mrs. <br />Botsford reported that we did a lot of capital jobs, including one very large with the septic <br />treatment tie-in, which resulted in an unusually high amount in administrative fees. Additionally, <br />the Incentive Management Fee from Asher's Path this year was very healthy. After a short <br />discussion, a motion was made by Richard Halpern and seconded by Kevin Shackett to <br />give Mrs. Botsford the authority to issue bonuses to the employees (5) based on their <br />merit and performance, up to a total of $8,000.00. The motion was adopted. Mrs. <br />Botsford thanked the board and she will get notice to employees very soon. <br />d) Executive Director evaluation: Mrs, Botsford stated she puts this item on the agenda every year <br />around this time, as her last contract was entered into in the fall, and allows the board the <br />opportunity to do a performance evaluation once a year. She does not believe she has been <br />evaluated in several years. Mr. Shackett remarked that he thought itwas an important tool and <br />that since it has been a while, the board should do one. Mrs. Botsford stated that she has an <br />evaluation that she received at the MassNAHRO fall conference that she can make available to <br />the members. Each member would fill it out, submit it to the chair, and then the chair would <br />compile the evaluation and present it at the next board meeting. <br />OTHER BUSINESS: Mr. Halpern shared a CPC update, which included information on a proposal they <br />received from the conservation committee, backed by the planning board, to construct a "Green Way" <br />walking path between Mashpee Commons and Mashpee Nigh School, The path would go along the <br />property on the side of Homeyer Village, where there is the start of a roadway. He had spoken to the <br />Executive Director about it and she had mentioned that there had been some illegal activity going on in <br />that stretch of roadway which was concerning to her and some of the residents, so Mashpee Commons <br />Page 3 of 4 <br />
