TREASURER'S REPORT:
Budget to Actual„Report: Mrs. Botsford presented the Budget to Actual Report, prepared by the Fee
Accountant for period ended 11/30/15. Mrs. Botsford reminded the board that the budget was submitted
to DHCD two months ago, but had not yet been approved by DHCD, so the figures on the report are
actually based on last year's approved budget. Figures will change once the budget is approved. DHCD
has reverted our budget twice and a conference call was scheduled with Mrs. Botsford, Tom Joy, our
DHCD Housing Management Specialist, and her supervisor, but the call got postponed until next month.
We are asking DHCD to pick up a larger proration of the Executive Director salary, based on a
computation done with the new DHCD Salary Schedule.
Accounts Payables: Mrs. Botsford presented the warrants for signature. The warrants for signature
tonight are for the month of October 2015 and total as follows: $38,076.10 for 4001, $4,332,00 for
Section 8, $46,776.00 for MRVP, $34,304.89 for Asher's Path Apartments, and $10,731.06 for Great Cove
Community.
Since our meeting is early this month, it is too early to report on receivables. We are 100% occupied at
Homeyer Village and Breezy Acres. We now have one vacancy at Asher's Path as of yesterday. We have
one vacancy at Great Cove Community which an applicant is being processed for and we are waiting for
MHP approval. A motion was made by Till Allen and seconded by Kevin Shackett to accept the
Treasurer's Report as presented. The motion was adopted.
EXECUTIVE DIRECTOR'S REPORT & UPDATES:
Mrs. Botsford stated she had mailed her report for November and had the following additions:
• On Tuesday evening, there was an accident at Asher's Path where a resident drove into the
building. No one was injured and Oceanside Restoration was on -scene early the next morning.
The damage to the building on the outside consists of a broken window (frame and glass) and
the Hardy Plank siding in the whole area needs to be replaced. The apartment located where the
impact occurred had damage, mostly due to a baseboard heater pipe breaking and water flooding
the unit. There are plumbing repairs underway for that, sheetrock is being replaced this
weekend, which will be followed by painting, and new flooring should be going in next week. The
biggest delay will be getting the new window (2-3 weeks). Siding cannot be put up until the
window is in. Oversight agencies were advised of the incident. Mrs. Botsford has been in touch
with our insurance agent about filing a claim. Our agent recommends going through our policy,
which ensures that the same quality of construction and materials will be paid for, unlike what
the automobile insurance will likely cover. They will proceed with getting reimbursement from
the automobile insurance, including our deductible; It just may take some time.
• Mrs. Botsford met with Lynne Waterman and Darlene Perkins at the Senior Center about a
potential new CPC program for home repairs for seniors, Ms. Waterman is going to discuss this
with the Town Manager to get his input. They feel that there is a need for this type of assistance.
• Mrs, Botsford has been asked to sit on a sub -committee with MassNAHRO and DHCD to work on
streamlining management agreements between housing authorities. The first meeting is next
week.
• We received a copy of a letter from DHCD to Ebony Gunn's attorney affirming that they have no
jurisdiction in her appeal.
• We received notification from DHCD that our Fiscal Year 2018 has been increased to $38,779.00.
Capital Planning System rates now reflect current construction economics and housing authority
inventory conditions were updated, as well.
• Mashpee Affordable Housing Trust (MAHT): Mrs. Botsford got in touch with David Harsch and he
is interested in serving on our non-profit. He said he did look into changing the name a while
ago, but nothing was done. He thinks it is simple enough and will check into it again.
