CWMP, MEPA. has supported the plan and the Cape Cod Commission was in the process of reviewing
it. The next phase of the 208 will require watershed plans for each Cape watershed. Articles are being
drafted for the October Town Meeting. The Committee will discuss it further at the September
meeting.
Phragmites and Algae Hat -vesting as Possible Nitrogen Mitigation Techniques
Mr. York stated that there was edible algae in the area, but that it was more popular in Hawaii.
Chairman Talbot stated that it was being studied but that there was no intention of planting phragmites.
Selectman Gottlieb indicated that harvesting was part of the 208 plan as alternative practices. Mr.
York reported that he had been in contact with individuals on Martha's Vineyard, noting that the
phragmites would not be a long term solution. Mr. York noted that there was not presently a great
demand in the area for algae and that it had a limited shelf life, but it could potentially be a big part of
the solution.
ACTION ITEMS UPDATE
Pond & Estuary Water Quality: Need for Additional Pond Monitors and Discussion with George
Reichenbacher, Mashpee Environmental Coalition PALS Monitor, on Value and Use of the
Collected Pond Data
The Chair reported that George Reichenbacher had identified someone to monitor Ashumet Pond, Mr.
York reported that one round of PALS sampling was completed in July. The Chair stated that Mr.
Reichenbacher had inquired whether the data was being utilized but Mr. York confirmed that he had
been in contact with Mr. Reichenbacher to assure him that the data was being used. Mr. York also
stated that the Estuary Project Sampling had been completed, reporting that the estuaries remained at
status quo. Brian Howes will be delivering a report on August 27 at 6 p.m. in Town Hall.
Additionally, Mr. York stated that the algae blooms were assisting in the growth of the shellfish.
Water clarity was generally good. Mr. York reported that the ponds, except for Santuit, were doing
well. The Solar Bees had improved visibility in Santuit, increasing it to 2 meters and the ecology was
doing well.
Mashpee Comprehensive Wastewater & Nitrogen Management Plan (CWMP): Update oil final
approval and implementation
Fertilizer Bylaw for the Town of Mashpee: Discussion of implementation, enforcement,
promotion & education of residents and professional companies
Estuary Restoration/Shellfish Propagation - Update
Quashnet River Restoration: Update
Mr. McManus reported that he had received revised cost estimates from the Air Force Civil
Engineering Center for restoring the berm failure area, increasing the amount by a couple hundred
thousand dollars. The Natural Resources Conservation Service provided a ground penetrating radar in
order to assess the areas identified for restoration. It appeared that the sand and gravel areas were
thicker than realized. The Quashnet Steering Committee will assess the information. Grant funding
was also being pursued for the herring run at John's Pond. There was disappointing count data and it
was thought that it could be due to the reduced size of the fish ladder.
