14 <br />Board of Selectmen <br />Minutes <br />December 18, 2017 <br />NEW BUSINESS <br />Anbroval of General Contractor for Quashnet School Project: (continued) <br />It is the recommendation of the OPM and project architects Raymond Design Associates to award the <br />bid to J.J. Cardosi, Inc. of East Providence, RI for a base bid of $6,994,000. J.J. Cardosi, Inc. was the <br />low bidder for the project and has met all of the criteria in the selection process. Cardosi, Inc. has the <br />DCAM Certificate of Eligibility with favorable references and has excellent past performance with <br />recent projects similar to the Quashnet School renovation project. <br />Discussion followed with respect to the general bid process, and the bid protest filed by an HVAC <br />contractor who was the sole HVAC firm bidding on the project. As a result, the school renovation <br />project is delayed by one week, but remains on track. Construction is scheduled to begin during school <br />vacation in April. <br />Mr. Sivalogan indicated the original $10,000,000 project is now $8,270,956. The sum of $475,567 is <br />included in the base bid for contingency purposes. Ms. Laurent indicated the Planning & Construction <br />Committee voted unanimously to recommend the award of contract to J.J. Cardosi, Inc. in the amount <br />of $6,994,000. (enclosure — revised budget) <br />Based on the current bid, it is anticipated the MSBA would reimburse $2,902,782 of the cost. The <br />Town's share would then be $5,368,174. <br />Motion made by Selectman Gottlieb to approve the selection and award of contract to J.J. <br />Cardosi, Inc. for the Quashnet School Renovation project as identified for a sum not to exceed <br />$6,994,000. <br />Motion seconded by Selectman. Cahalane. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman O'Hara, yes Selectman Cotton, yes Selectman Sherman, yes <br />Selectman Cahalane, yes Selectman Gottlieb, yes Opposed, none <br />Update on Cape Cod Technical High School Project Bonding Process Craig Mayen: <br />Craig Mayen, the Treasurer/Tax Collector was in attendance with Dawn Thayer, the Finance <br />Director to review the Cape Cod Regional Technical (CCRT) High School project financing process <br />with members of the Board of Selectmen. <br />Mr. Mayen indicated he attended a meeting last month at the CCRT with the Cape towns involved in <br />the regional school program. Of the twelve participating towns, seven towns, Yarmouth, Dennis, <br />Brewster, Mashpee, Barnstable, Eastham and Harwich have concern regarding the implications of the <br />bond as it relates to term and interest payments. Three different funding options were considered in 30, <br />25 and 20 year terms for a proposed $75 million bond. <br />
