Taylor <br />Meeting Called to Order by Chairman O'Hara at 6:30 p.m. <br />Mashpee Town Hall, Waquoit Meeting Room <br />MINUTES <br />Monda November 27 2017 Regular Session: <br />Motion made by Selectman Sherman to approve the Regular Session minutes of Monday, <br />November 27, 2017 as presented. <br />Motion seconded by Selectman Cotton. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman O'Hara, yes <br />Selectman Cahalane, yes <br />APPOINTMENTS & HEARINGS <br />Public Comment: None at this time. <br />Selectman Cotton, yes Selectman Sherman, yes <br />Selectman Gottlieb, yes Opposed, none <br />Public Hearing: Private to Public Road Conversion; Winslow Drive and Holly Farm Drive: <br />The Board of Selectmen opened the Public Hearing to discuss the private to public road conversion of <br />Winslow Drive and Holly Farm Drive as shown on plans entitled "Winslow Drive Easement Taking <br />Plan", dated July 28, 2017 and "Holly Farm Drive Easement Taking Plan", dated July 28, 2017, <br />prepared by Baxter Nye Engineering & Surveying. In accordance to posting procedures, the Public <br />Hearing notice was read aloud into the record. <br />The following residents offered comment; <br />Callipe Carmosino of 11 Winslow Drive, Mashpee stated she has been taken aback with the proposed <br />conversion and has no knowledge of what constitutes a public vs. a private road. Ms. Carmosino asked <br />as to why only two roads are affected in this taking when there are a lot of roads intersecting Winslow <br />Road. <br />Edward O'Connor of 3 Holly Farm Road, the lead petitioner of the proposed road conversion indicated <br />he recently realized that towns are not responsible for repairs private roads. In a road taking process <br />betterments are assessed for up to a twenty-year period and added to tax bills. In this procedure, two <br />petitions are required. This is the first petition in the process. <br />
