Board of Selectmen <br />Minutes <br />December 18, 2017 <br />APPOINTMENTS & HEARINGS <br />Public Hearing: Private to Public Road Conversion; Winslow Drive and Holly Farm Drive: (continued) <br />It was further explained by the Selectmen that any resident can form a petition if 50% of the residents <br />sign -off on the proposal. Currently, the estimated cost for construction is $210,210. This figure does <br />not include the 5% projected interest rate. The projected cost to be borne by each of the (18) petitioners <br />is $12,262.25. If a second petition is secured and approved by a vote of Town Meeting, a more <br />definitive cost is obtained. The cost may be less, but it would not exceed $210,210. Generally, actual <br />cost estimates range between 80-90% of the estimate. <br />Petitioner O'Connor asked if the subject road areas would require complete reconstruction. Mr. <br />O'Connor stated that he felt like a salesman obtaining signatures, and other homeowners could take the <br />lead to initiate their own petitions. The entire development was noted to be private. In the road taking <br />process, betterments are equally assessed to the residents having frontage of their property to the road. <br />Catherine Laurent, Director of Public Works indicated the road requires complete reconstruction. <br />If the road is accepted by the Town, the Town of Mashpee would be responsible for all repairs. It was <br />noted the depth of the pavement is not sufficient to complete an overlay, and drainage repairs are <br />necessary. <br />Motion made by Selectman Sherman to close the Public Hearing. <br />Motion seconded by Selectman Cotton. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman O'Hara, yes Selectman Cotton, yes Selectman Sherman, yes <br />Selectman Cahalane, yes Selectman Gottlieb, yes Opposed, none <br />Public Hearing: 2018 Annual Liquor and Entertainment License Renewals: <br />The Board of Selectmen acting as the Licensing Authority for the Town of Mashpee opened the <br />Public Hearing on the 2018 Annual Liquor and Entertainment License renewals in the Town of <br />Mashpee. The Hearing notice was read aloud into the record. <br />The Building Inspector has verified that all license establishments have passed building/fire <br />inspections. Being no public comment the Board of Selectmen motioned as follows; <br />Motion made by Selectman Sherman to close the Public Hearing. <br />Motion seconded by Selectman Cahalane. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman O'Hara, yes Selectman Cotton, yes Selectman Sherman, yes <br />Selectman Cahalane, yes Selectman Gottlieb, yes Opposed, none <br />
