Wilson said DEQE will require it in development of well and she doesn 't believe it will have that affect of reversing . Mr. Rowley said it won't reverse it but it will have an affect on it . Seaburg asked if entrance roadways have to be up to subdivision rules and regulations and the Board said yes , Mr . Dubin asked that. the,,period of time be extended for consideration s o they could rake modifications . Atty. irran agreed . There was discussion as to whether this would be eligible for a. special permit as the access is not suitable since there 's a moratorium in effect until. !.-arch 15, 1985 in Barnstable where frontage will be . Since this is a pre-application conference , the applicant is aware that the plan can g no further until frontage question is resolved .
