P. O. Box 1108
ZAHPEE. MA 02649
LAT I ' BOARD MINUTES : 12/19/84 Page 2
Atty Kirrane said there was a legal question as to whether they could go
in themselves and rake corrections s ince it 's a. town road , They would
rather do the work themselves , but if they can't . they are willing to
pay for half the costs of construction and the engineering cost to study
whatever construction is needed . He said if they are putting the question
to Mr. Grogan to pay the full amount , it would depend on the cost of the
entire construction and they would have to know the scope of the work.
Mr. Virgilio said there would have to be an article for town approval
to pay for half of the construction, and he doesn't see in the near
future where the town would have the funds .
Mr. Dubin asked Mr. Virgilio if the traffic generated from this development
would create a safety Lazard and Mr. Virgilio said as far as he 's concerned,
yes •
F-Ir' . Dubin suggested they go on to the density question., HP felt they
don't preserve open space better than single family, particular.y adjacent
to Meetinghouse Rd. He said the units tYiere are right on top of the
entrance and they are visible from the road , He felt these 2 buildings
of 7 units each should be deleted from the plan*
Mr. 51arsters said his greatest concern is the commercial building fronting
on Meetinghouse Rd . because it would generate more traffic .. He felt they
should be relocated away from the entrance so they're only used by the
residents and not other people , Atter, Kirrane said they are planning to
move them. Mr. Dubin said if they remove the 2 buildings he suggested t
rake a buffer zone , they will eliminate the right for commercial. buildings .
Ms , Stone said she questions this kind of development in that area . she
said she felt the area where they want this kind of development encouraged
is in the incentive area and not in an area such as this , because of the
traffic at Central Rd . & Meetinghouse d , and also on Rte . 28 . She said
it 's horrendous on Rte 28 because of a small rise and you can 't see coming
over that rise . She said it 's not just a street engineering problem and
they would worsen the problem by generating more traffic , Also the elderly
don't sit home all the time , they go out just as much as others , She felt
the impact study wasn't very thorough in addressing the impact on safety ,
t gaff i.c and policing.
!,.4.r. 1 ubin said he had no problem with condominiums in this area if it 's
one right . Hedidn't think the topographical area was suitable for
single family. He said they have a 70 acre parcel and are allowed 210
units and are proposing 204. He sa"d the Board needs to decide if they
reduced the density, would it reduce the safety problem • e said if they
a
F
