The letter said lashpee Shores buyers <br /> owned 1754th of the reserved area, but developer Jack Sullivan claims <br /> to own iand is planning to bulldoze an access road to the rear, <br /> Mr. Iarsters informed him that type of ownership is not allowed now <br /> by the state law and they should have a corporation or non-profit <br /> ownership or give it to the town. The Board felt it really wasn'-t a <br /> Planning Board, matter and Conservation should. be informed if he 's <br /> digging near the w'a ton. <br /> Bruce Besse came before the Board representing Shield-Lebel and their <br /> Beechwood Point project , He was -submitting a revised pre-application <br /> plan based on previous comments from the Board of Health and Mr. Bowleg. <br /> He said by just having 68, 2--bedroom units , he didn't need the tertiary <br /> treatment plane and was going to go with a public well station and no <br /> separate wells, He said before there. were going to be some --unit <br /> buildings but now all would have 4 units . He would be going for a <br /> subdivision of the road to get the frontage and the road would be 14001 . <br /> With that, theywouldn't need the 2 lots on Santuit Pond Rd. for <br /> frontage and it was agreed by him -and the. Board that it should be used <br /> as an attractive entranceway and nothing else . The owners would have <br /> to keep it an entrance and maintain it. <br /> The Board noted the plan wasn't stamped and Mr. Besse said according <br /> to the by-law he didn't know it had to be stamped. Mr. Dubin also <br /> said Mr. Besse had been asked to go before the Design Review Committee <br /> and when he did they made some recommendations . Now he had to go <br /> before them again to see if he had incorporated all that they requested <br /> Mr. Besse said according to the b -laws',! he didn"t know he had to pass <br /> the DRC to pass the pre-application process . <br /> Ir. Rowley said he could understand where lir. Besse was coming from a <br /> it doesn't say an applicant has to go back before each board after <br /> they've made changes . The boards are supposed to send lbttei~s to the <br /> Planning Board with their recommendations and it's up to the Planning <br /> Board to review the letters and see that the changes have been incorp- <br /> orated, <br /> n rp- <br /> ora.ted, Mr. Besse added that he has to go before the DRC prion to <br /> obtaining - special permit, so why woes he have to go now. <br /> Mr. ubin and Mr. Marsters still felt Mr.. Besse needs to go before the <br /> DRC * <br /> Mr.. Besse said he will go before ore the DRC and come back to the Planning <br /> B oardfor a vote on the pre-application. Mr. Rowley said he would look <br /> over the plans and submit a report. <br />
