1 <br /> Community Preservation Committee <br /> Minutes <br /> November 1 , 2008 <br /> The Dacey.Properties—Land Acquisition for Open Space Preservation; <br /> Pierce Schiller,Project Engineer was present on behalf of the Dacey <br /> Properties of Mashpee to discuss the CPA funding application for the <br /> acquisition of approximately 38 acres of pristine commercial and <br /> residential zoned real estate for the purchase of open space preservation. <br /> The Dacey Properties Trustee's are asking $5,612,000 for the land located <br /> between Algonquin Avenue, Old Barnstable Road and Nathan Ellis <br /> Highway. <br /> The acquisition of the lands will directly connect to an adjacent Town <br /> holding, and ensure a major enhancement of open space, Mr. Pierce <br /> explained the property 1s a collection of 16 separate entities, each of which <br /> qualify for 0%reimbursement funding. The Massachusetts State <br /> reimbursement grant program provides funding to towns to protect and <br /> actively maintain key parcels of land believed necessary to protecting <br /> current and future drinking water supplies. Mr. Schiller indicated that he <br /> verified with the state the project would qualify for grant funding. As <br /> noted,the maximum grant request and grant award is $500,000 per <br /> application. Grant requests and awards cannot exceed 0%of the <br /> estimated total project cost. Mr. Schiller stated the Town could apply for <br /> sixteen individual grant applications($2,115,000). In his estimation,the <br /> net cost to the town would be $3,304,300. <br /> It was agreed the lass DEP would be consulted regarding the expected <br /> availability of grant funding. <br /> It was noted there is an existing well on the subject property that is <br /> presently used by the Lakeside Estates Trailer Park. The Committee <br /> questioned the purchase if a well on-site presently services the trailer park. <br /> In response,the applicant indicated the trailer park is transitioning to town <br /> water. <br /> Discussion followed with respect to present budgetary constraints. At this <br /> time,the open space reserve has a balance of$1 67,22 1. It was noted the <br /> Ton at the May 2008 Town Meeting voted to approve an open space <br /> purchase, 78.67 acres for $3,146,800. The sum of$500,000 was secured <br /> from a Division of Fisheries and Wildlife grant and the CPA contributed <br /> 00,000 towards the purchase. The remainder was bonded for <br /> appropriation. <br /> Ir. Schiller was requested to remit to the CPC letters of support for the <br /> land acquisition proposal. <br />
