Lelito, Environmental Consultant, retained by Allen Dash to represent <br /> him on the environmental issues associated with the expansion of the footprint <br /> n the dwelling on 57 Tamberlane Dr. , Mashpee, MA. <br /> Mr. Lelito summarized: "Applicant had filed a Notice of Intent and had re- <br /> ceived approval for the work on the site. As a result of some miscommunication , <br /> the contractor did not build exactly to specifications. Mr, bash identified <br /> this and immediately contacted Bob Sherman and brought it to his attention. <br /> Bob Sherman recommended that he take it before the board. He came before the <br /> board informally. The board requested that an Amendment to the order of <br />'- Conditions be filed for it. He cane before the board to address the Amend- <br /> ment to the Order of Conditions, The conservation commission, as a. result <br /> of that hearing indicated that in their Buffer Zone By-law in the Town of <br /> Mashpee, an individual who is working in the 50 foot buffer zone mast come <br /> ,up witha preponderance of credible evidence that shows that they are not <br /> significantly impacting the resource area with that intrusion in the buffer." <br /> Mr. Lelito wanted to describe from an environmental perspective that the <br /> impact was on the environment, i. e. the wetlands with the expansion or a change. <br /> In the by-law, it is very explicit that- the natural vO etated buffer strip <br /> designated as E. So is an area that is very important to the conservation <br /> commission. The actual footprint of this newly configurated area that was in <br /> the "Yellow" which is in front of all of you, lies within the old walkway <br /> and a formerly grassed area. Therefore, it did not have the natural vegetation <br /> associated with a buffer in this area. The natural vegetation is dominated <br /> by the sweet pepper bush, plethora, and a variety of other plants, but_ that is <br /> one of the more preponderent plants. This area was void of that upon the initial <br /> application. 1 don't think it can be construed as a component of natural <br /> vegetation, however, it does lie within your 50 foot strip. The area was contained <br /> by grass and a walkway, Mr. Lelito suggested that what they would like to <br /> offer was a mitigation package for this reconfiguration. What they would <br /> like to do is eliminate his lawn which is approximately 2,000 sq. f t. to the <br /> southern- side of the house; he is allowed to cut 2 trees with the Order of <br /> Conditions. There is a significant area that is basically exposed soils. <br /> More soils were placed in that area than Mr. Nash wanted and we would like to <br /> remove those soils that were added in that area _ s a result of the construction <br /> bring it back to the original grade and replant that area with natural vegeta- <br /> tion, expanding the natural vegetated buffer strip in that area permanently. <br /> Mr. Lelito continued, "We will be creating more of a natural vegetated area <br /> in the southern portion of the house. In the yellowed-in area, it was for- <br /> merly a planked decking was lain down in that area which is more impervious <br /> than a natural surface. <br /> We would like to enhance the drainage in that area because of the run-off <br /> from the house. We would be putting crushed stone there which would reduce <br /> the drainage from the development to the wetland and allow more absorption <br /> into the ground. <br />
