Mr. Gillis said to the best of his knowledge, because a jet ski is a registered motor <br /> boat, you cannot ban the jet ski from a great pond, but you can regulate it. <br /> Mir. Gillis stated that one of the things he would like to offer is his services. He <br /> went on to say where we are side-by-side towns and we have the same problems, we are <br /> looking for the same solutions. He said he would be glad to share information or any <br /> other sources of funding. He also stated that maybe we could work some kind of deal, <br /> where every Sunday he is on John's Pond, he could do enforcement at no charge. He <br /> believes regulating through enforcement is definitely the way to go. <br /> Mr, Silver stated that the bottom line is that we are understaffed. If we increase <br /> the Harbormaster crew we solve the problem, He said we had to increase the <br /> Harbormaster police force. This is an alternative to banning the j et skis. Mr, Silver went <br /> on to say that he thought the Commission agreed than we do need a larger force. <br /> Mr. Gillis stated that his budged in Town Hall is $2,385,000 and that includes all <br /> of the divisions, public safety does not get criticized very often at Town Meeting. People <br /> are concerned about it. It has to be presented in a very caring way. <br /> Mr. Gillis informed 1 r, Ellis of his suggestions to the Commission. He stated we <br /> needed to find sources of funding so that Mr. Ellis can do more enforcement and to get <br /> more p eople to asci st him. Mr. Gillis believes that j u st the presence of law enforcement <br /> would mean fewer problems. He went on to say that enforcement was no good without <br /> r <br /> education. The educational factor will be a back up for any violation, <br /> i <br /> i <br /> Mr. Fordham started that somewhere along the line, the size of the lake has to be a <br /> factor. Mr. Hanks said that the cutoff'for the State is a 75-acre pond. If it is more than <br /> 75 acres, you can have jet skis. <br /> Mr. Hanks asked Mr. Ellis if he could recap a little of the background of the <br /> problems in the ponds that led to the article being drafted. Mr. Ellis started that some of <br /> the people around Johns' Pond own multiple jet skis. They let their children comedown, <br /> with no training, and tape them out where people are swimming, sail boating, canoeing <br /> and fishing and it is a mess. He went on to say that we have in the neighborhood of 125 <br /> jet skis. Half of his stops are constantly jet skis. <br /> Mr. Harks asked Mr. Ellis if there were any jet ski rentals in town. Mr. Ellis <br /> answered that there were. He said there is one place at New Seabury Marina. There is <br /> another person who delivers it to the pond. Mr. Hanks asked if the Town issued him a <br /> permit to do that. Mr. Ellis answered that he could get it from the State. <br /> Mr. Gillis asked Mr. Ellis what he thought of the idea where those that had jet skis <br /> on the pond would get a resident sticker and those that have a jet ski that would be using <br /> it for one day or a weekend could buy a.one-day permit. He went on to say that if he saw <br /> a violation, the one-day permits would be revoked immediately. The resident would get a <br /> 10 <br />
