There were some areas that were already narked around the swimming <br /> area. <br /> The police department did some research and found there was a source of funding <br /> called the Special Emergency Public Safety Budget, Mr. Gillis explained there are other <br /> sources through grants. This was a particular one that they hit on and the police <br /> department picked up a sura of money to actually change from six hours, seven days a <br /> week to ten hours, seven days a week for patrolling. <br /> Ir. Gillis pointed out that Mashpee has the same problem with the harbormaster <br /> having limited funds and not being able to be at three different ponds at the same time. In <br /> o-dei-to have an effective patrol, we need to look at more hours of operation in the Tow <br /> n <br /> of Mashpee. <br /> Mr. Gillis went on to say that all of the by-laws are no good without education. <br /> Once a judge or magistrate Finds out that education has been introduced, then enforcement <br /> of a penalty is without question. There are ways to get the education across. The <br /> Waterways Committee as well as the Harbormaster}s primary concern is safety for all <br /> residents on the Mashpee ponds. Mr. Gillis said he would urge this Waterways <br /> Committee to support education and effective lav enforcement as a solution to the ponds, <br /> especially jet skis. <br /> Mr. Gillis said the Town of Barnstable uses the general laws that were written for <br /> all the bo at s and have now b een regulated to j et ski s. They did not come up with any new <br /> regulations. It outlines what you can and can't do, the educational part of it, and homer old <br /> you have to be. They worked very closely with the environmental police on these laws. <br /> Mar. Gillis said that he saw the regulation and it says that jet skis will be banned <br /> from the Town of Mashpee, Mr. Gillis gent on to say that there are a lot of people in <br /> Mashpee that have an investment in their jet ski and they use it properly. Where are those <br /> that have that investment that do not use it properly. However, he believes through <br /> education and enforcement, we can correct the problem. There are certain ways of doing <br /> it. First of all, you need to identify a source of funding to assist the Harbormaster and his <br /> enforcement. Education for enforcement personnel is a primary concern. We need buoys <br /> and signs but not to the point where there is sign pollution, A lot of solutions that the <br /> Waterways Committee could look at is a resident sticker for the ponds that would be <br /> purchased as a source of revenue to assist the Harbormaster. Also, a visitor's sticker may <br /> be obtained at the police department or at a local store that is willing to help out. f f you <br /> have that, then you have a permit to use the pond, on the one-day pass, if that person <br /> violates, you remove the pass from there and tell them,to get off the pond. If you have a <br /> resident} 11r. Alis urged that you have a warning and second strike then they are out and <br /> they would be out for the season. <br />
