Attachment I <br /> Detailed public comment discussion of proposed personal watercraft ban in Mash pee <br /> Mir, Gillis introduced himself He told the Commission that he lives in the Town of <br /> Barnstable. He also owns property on John's Pond. He went on to say that he owns a <br /> powerboat and jet skis. Mr. Gillis informed the Commission that he chairs a committee in <br /> Barnstable on jet skis. He said that his job for the Town of Barnstable is that he works for <br /> the Department of Health, Safety and Environmental Services. That encompasses all the <br /> inspectional services departments. He runs criminal tickets and processes them. Mr. Gillis <br /> said they have one department running all the inspectional departments. It works quite <br /> well but they get involved in everything in the Town of Barnstable. <br /> Lake wequaquet has a concern about the jet ski operation and excessive <br /> powerboat operations as well. The Labe wequaquet Association approached the Town <br /> Council and asked for help in regulating the jet skis. In doing that, the Barnstable Town <br /> Council appointed a jet ski committee in Larch, 1998. A meeting was chaired by Mr. <br /> Gillis' supervisor, Torn Gyler. The committee met to discuss the problems that everyone <br /> was having on Carpe Cod with jet skis. In doing that, it was discovered that there were <br /> some complaints about noise. In further discussions, they discovered that the older jet skis <br /> made a loud, whining sound, The newer ones that are corning out are more muffled, <br /> better exhaust systems and making less noise. The other aspect was in the Lake <br /> wequaquet situation, where they were having a lot of people launching heats and jet skis. <br /> They did not care about the people along the shore that were enjoying swimming or out in <br /> their backyards. <br /> Through Mr. Gillis' office, he gave a report to the committee that a lot of people <br /> wanted to rent jet skis. They would come to his office and try to obtain a license. <br /> Basically, they wanted to run a business on the shore. The rental business didn't work. <br /> The Town Board asked Mr, Gillis not to ever issue a permit for a rental business. <br /> f11Ir. Gillis went on to say that they have always had enforcement on the pond. <br /> They have had the Harbormaster there from time to tune. They have had a summer police <br /> officer in a boat for a period of six hours a.day. They had a regula,tion that was posted by <br /> the ramp s that j et skiers had to be 3 0 0 feet from the swimmers. They found the jet shiers <br /> couldn't judge the distance. So, they established a fine to raise some money. They have <br /> buoys now that the harbormaster puts in. They are strategically located around Labe <br /> wequaquet. These buoys specify how close you can came to the shore. <br /> Mr. Hanks asked how close together do they set the buoys. Mr. Gillis said they <br /> took an outline of the Labe. First of all, they identified the bathing area and they put them <br /> center of the bathing area, 300 feet off of the shore. In most ponds, there are areas where <br /> there is a lot of traffic.
