W <br /> s <br /> D. Review of Fourth Quarter 2003 and First [quarter, 2004 Landfill <br /> Monitoring <br /> Mr, Harrington briefed the board members on the report. The damage to <br /> the landfill regarding the lack of seed and the lack of cover had been <br /> documented. The state was going to see that when they requested the <br /> reduction in monitoring. They wanted to make the board aware of that <br /> factor. 1t was still being put into the reports. <br /> Mr. Santos re-iterated that they had done the first of the semi-annual <br /> landfill inspections. <br /> Mr, Harrington confirmed that that was correct. Nothing cane up as far <br /> groundwater or methane. <br /> Mr. Ball asked if there wa n1f nough grass growing and who was <br /> responsible for that. <br /> Mr. Harrington stated that it was the town's responsibility. The report <br /> stated that there was soil erosion into-rift raft and storm- water basin in <br /> the northeast corner of the landfill, soil erosion and lack of vegetation <br /> along berm near vent 33, soil erosion in northwest corner of landfill, soil <br /> erosion and lack of vegetation on west slope berm and no vegetation on <br /> drainage berms. No or thin vegetation along drainage berms and at <br /> several spots location on top of landfill surface, so, tire tracks s along -slope near gun range. silt fencing piled up at northeast corner and tires <br /> located along northeast slope. They went through and they have noted <br /> some deficiencies as far the cover. He had already included that in the <br /> lP to the town, They had been forewarned. But, they hadn't obtained <br /> any prices on it yet, They needed to request Woodard & Curran to request <br /> a reduction in the monitoring of the groundwater and the gas. He felt that <br /> it should go down to once a year with the gas. They had to sit down with <br /> them and find out what they could arra could not reduce. They also <br /> needed some prices for the reseed and other sterns that are marked in <br /> the report. <br /> J4P INTI NT: 1Horseshoe Bend Way- David Razon <br /> Nobody was present for this meeting although registered letters were <br /> sent and confirmation was received that they were signed for. <br /> Mr. Harrington stated that the occupant was on his way out. He came <br /> down and looked at the file and found out that them was a letter in here <br /> that Orin Evans, the previous health inspector, Mated that the house <br /> could not be rented as living quarters until the violations were corrected. <br /> That was May 1 `� 1998, The problem Mr. Harrington had with this was <br />
