administered. Some f theit rr s f concern
are around the solicitation of donations to the fund - who
will do this and how? Ms. Allen asked Mr. White about getting funds first from local businesses and thea
requesting the town match funds collected. Mrs. Botsford also expressed concern about the proposed
volunteer assistance with tenant selection, household budget counseling, and ether tasks. She started
that there needs to be a consistency in selecting tenants and this should be done only by the
administrator. She also questioned whether the household budgeting was going to be a service offered
or is it going to be required of the applicant recipient Is the administrator expected to do this as well?
Mrs. Botsford stated that the projected administrative cast in Mr. white's proposal does not seam
reasonable, either. Mr. Laporte expressed concern over the administrative burden, as Mrs. Botsford
already has a let of responsibilities she is dealing with and they don't want her stretched tee thin. A few
more comments and questions were raised and then a motion was made by Mr. Laporte and
seconded by Ms. Allen to not get involved with this program at this time. Nor. Hors h
abstained from the vote. The motion was adopted.
OLD BUSINESS:
Breezy Acres Expansion updt : Adrienne Danner from Housing Assistance Corporation was present t
review the status of the project. It was noted that there are several items that need to be corrected in
the application before it is resubmitted to 1HD on April 28. Ms. Danner and Mrs. Botsford have had
conversations with DHCD about funding part of the expense to tie into the high school's waste water
treatment facility. The biggest hurdle at this point is that DHD is going to require public bidding of that
portion of the project. Ms. Danner is going to-get in torch with the town about accessing the DRI monies
that have been held for affordable housing (with the Cape CodCommission) to see if we can use that
money for this purpose. There was some frustration expressed with how slew things are moving and
whether or not we should just go back to the drawing beard and construct something. Mrs. Botsford
reminded the board that we have a Development Agreement with HAC that we have to honor which
allows there until 2013 to close on the construction financing. Ms. Danner will complete the application
for funding, make sure that the cover letter better explains what we are proposing, and submit it t
DHCD by the due date (April 28, 2011). She will supply a copy of the application to Mrs. Botsford.
M UNICATI 111 I F E P LADEN E: Mrs. Botsford stated that the board has been provided with a
copy of the Property Management Review and cover letter from MassHousing, a copy of the auditor's
report for the Asher"s Path 2010 audit, and a copy of a letter Mrs. Botsford sent to Senate President
Therese Murray. Mr. Halpern asked Mrs. Botsford to send a letter to Joyce Mason outlining the action
that the board has taken with regards to Mr. White's proposal.
NEXT MEETING: The next meeting will be held on Thursday,, ,dune 9, 2011 at :00 PM. The board will .
skip the July meeting and meet in August.
MEETING ADJOURNMENT: A motion vera made by Ms. Allen and seconded by Mr. Harsh t
adjourn. The motion carried. The meeting was adjourned at 7:05 P.M.
I espectfu bmitt ,
C e4.
L rla Botsf'o , cre
xecutive Director
-3-
