1996 Final Re i na.l P li r Plan <br /> ID <br /> 4.1.2.2 To partially or entirelyLv sAr the requ arernents of 4.1.2.1. a development may make <br /> monetary. cornrrui ent to public U=sportation and/or alternatives to automobile <br /> transporr.ation. The amount of such-com m i tment shall be based upon (i) the development's <br /> proportional sere of the cost of a strategy identified to meet MPS 4.1.2.1 or ) thLM cost o <br /> providing year-round public transportation. the expected vehicle miles travelled by <br /> automobiles (or passenger car equivalents) travelling to and from the site and the expected <br /> term of the project. a minimum of 20 years. Credit shall be allowed for any in-kind strategies <br /> that partially reduce automobile traffic to and from the site. The monetary commitment shall <br /> be placed in a satisfactory escrow agreement and used to support alternatives to automobile <br /> travel on Cape Cod. <br /> 4.1.2.3 Road or intersection widening shall provide for safe bicycle and pedestrian travel and <br /> accessibility, inhere appropriate. <br /> 4.1.2.4 evelopments of Regional Impact shall provide bus tum-outs, park and ride facilities,, <br /> and related facilities that link different modes of travel in the transportation s stern, where <br /> appropriate. <br /> 4.1.2.5 Bic clin g and w alking shall be encouraged as an alternative to automobile trips, where <br /> appropriate. historic footpaths shall be maintained and safe bicycle and walking links shall <br /> be created to establish an interconnected regional transportation system. There appropriate, <br /> bikew rs and footpath connections between commercial. residential neighborhoods and <br /> between compatible uses shall be provided to create a safe alternative to travel on major roads. <br /> Other Development Review Policies: <br /> 4.1.2.6 Bus, ferry, water taxi, air and rail modes of public tr�sportation should be encouraged <br /> not only as alternatives to automobile trips but also to improve mobility for non-drivers, <br /> hose preferring not to drive, and those without access to a car. To serve both residents and <br /> visitors better, transit service frequency should he increased and the routes expanded. <br /> 4.1.2.7 The Cape's current airport capacity should be maintained as a vital economic and <br /> transportation resource. A.buffer area should be maintained around regional and local <br /> airports to ensure future development in the buffer is consistent with the airport operations* <br /> and development outside the buffer is protected fro'rn noise, fumes and loss of life or property. <br /> An Eastern New England Regional Airport, however, should not be permitted on Cape Cod due <br /> to envir-o=ental sensitivity of the area and the very ]united =ansportation infrastructure, <br /> MP <br /> 4.1.2.8 Developments of,Regional Impact should make provisions for or contribute to the <br /> development of information based technologies in the region that encourage travelers to use <br /> the most environmentally sound and efficient means and times of travel. <br /> 4.1,2,9 To relies)Pe canal area traffic in particular, and Cape Cod traffic in general. visitors to <br /> the Cape and Islands should be encouraged to travel to the Cape by pudic transportation rather <br /> than by car whenever possible. <br /> 4.1.2.10 Rail and marine freight shipment to and from the Cape should be encouraged as an <br /> alternative to freight transport by true across the Bourne and Sacramore Bridges. <br /> 4.1.3 Goal: To support transportation solutions uphich preserVC and enhance Cape Cod's <br /> character bNr considering the interrelationsbLip between land use and transportation. <br /> 70 <br />
