Minutes of the Meeting MASHPEE HOUSING AUTHORITY Boar[ of Commissioners September 12, 2002 The meeting was called to order by the chairperson at 5:31 p.m. and a quorum declared with the following members present: Lorri Finton, E. Stuart Peoples, David Harsch, Dan Horneyer, and LaVerne Williams. Also in attendance was Leila Botsford, Executive Director and Thomas 1. Joy, Jr., Fee Accountant. The chairperson tabled the Secretary's Report,, the Treasurers Report, the Executive,Director's Report and the Election of Officers until after the FY2003 budget submission. At this time, Mrs. Botsford introduced Tori Joy,, Fee Accountant, who proceeded to present the FY2003 budget submission. Mr. Joy staved by reviewing the previous year's activity and pointed out that the housing authority had a very good year and instead of needing a subsidy of$14,,000.00 from the state, we under-spent by over ,300.00. Mr. Joy explained that this year,, DHCD is not allowing any increase to non-utility budget items, and we will not b receiving any extra money for extraordinary maintenance or common area improvements as we have in the past. Mr. Joy also explained that insurance expenses are expected to rise by approximately % this year and that we may have to appeal to DHCD at some point for some relief, as a small housing authority of our size cannot carry this large expense, particularly when the administrative fee for the MRVP does not fairly coven the program's share of expenses. He explained in detail the MRVP and 4001 budgets and explained the re-organization of a staff position that is necessary to meet budget. Mr. Peoples moved that the proposed Operating budget for # t -Aided 4001 Housing of the l ashpee Housing Authority Chapter 667/705 Programs Dumber 400- 1 for Fiscal Year Ending June 30,, 2003 showing Total Operating Receipts of $107,,900.00 and Total operating Expenditures of$113,,261.00 there by requesting a subsidy of$5,361.00 be submitted to the Department of Housing and Community Development for its review and approval. Ms* Williams seconded the motion,which, upon roll call,was passed by a vote of five(5)to zero(0). Mr, Peoples moved that the proposed operating budget for state-Aided MR1VP Housing of the Mash pee Housing Authority Programs Number MRVP for Fiscal Year Ending June 30,, 2003 showing Total Operating Receipts of$13,600,00 and Total Operating Expenditures of$18,299.00 there by requesting a subsidy of$00.00 be submitted to the Department of Housing and Community Development for its review and approval. Ms. Finton seconded the motion,which, upon roll call,was passed by a vote of fie to zero(0). n rets The budgets were certified and signed and sealed b the secretary.
