The meeting was called to order by the chairperson at 6:05 PSI. A quorum was declared with the following members present: Jill Allen, Richard Halpern, and Fran Laporte,. Also in attendance: Leila Botsford, Executive Director/Board Secretary., Thomas 3. Soy, Fee Accountant, and Vincent Gault, Maintenance Superintendent . David Harsch and Devin Shackett were excused. There was no public comment. SECRETARY'S REPORT: Minutes for the regular meeting hold on September 1Q. 2009 were presented. A motion was made b Mr, Laporte and seconded by Ms.Allen to accept the minutes as presented. The motion was adopted. FISCAL YEAR 2010 BU DG ET APPROVAL AND SU BMI11 0 : Torn Joy reviewed the figures for fiscal gear-end 2009, including the recent budget revision submitted. DHCD expects that the budget i revision will be approved. Mr. Joy explained that not only was DHCD not allowing any increases to spending for fiscal year 2010, but a budget decrease has been implemented effective October 1 in the i amount of 4.7 %. lir_ Joy reviewed the 4001 and MRVP budgets in detail and Ms. Botsford elaborated on � couple items. Auer discussion, Ms.Allen moved that the proposed operating budget for state- Aided UIRWIFamily Housing of the I ashpee Housing Authority M VP Programs for Fiscal Year Ending June 30, 2010 showing Total operating receipts of$23,890.00 and Total Operating i Expenditures of$242,890.00 be submitted to the Department of Housing and Community Development for its review and approval. Mr. LaPorete seconded the,,notion,which,, upon roll cavil, � was passed by a vote of three 3 to zero . i i Mr. LaPorte moved that the proposed operating budget for Mate-Aided 4001 Housing of the Mashpee Housing Authority Program Numbers 667 and 705 for Fiscal Year Ending June 30, 010 showing'Total Operating Receipts of$134,700.00 and Total operating Expenditures of $180828.00 be submitted to the Department of Housing and Community Development for its review and approval= Ms,Allenseconded the motion,which, upon roil call,was passed by a vote of three to zero . The budgets were certified and signed and sealed by the secretary. Mrs. Botsford will electronically submit the budget and mail in the certification pages with the letter. The board thanked-Mr. Joy for corning in. TREASURER'S REPORT: 9 T: Budget to Actual and_Narrative: Mrs. Botsford provided the board with the bank account report. Accounts Payables: Mrs. Botsford presented the warrants for all accounts for board review and signatures. Accounts payables for September 11, 2009 through October 8, 2009were as fellows: $14,745.11 for 4001, $7,3335.00 for Section 8. and $21,701.00 for MIP. Rent Delinquencies: Mrs. Botsford reported we have all rents paid in full at Homeyer Village and Breezy � Acres. we have two people at Asher's Path that have not paid. Both promised to pay by next i i
