i <br /> Wednesday otherwise I will issue a 14 Day Notice to Quit. A motion ver s made by Mr. LaPorte and <br /> { seconded by Ids. Allonto accept the treasurer's report as presented. The notion was adopted. <br /> EXECUTIVE DIRECTOR'S REPORT. <br /> Mrs. Botsford stated that she had mailed her report to the board for the month of September and it is <br /> attached to these minutes as Allachment A. <br /> Mrs. Botsford reported that Rose is going to the Spectrum LIHTC training next weer in Alabama. <br /> Mrs. Botsford hired Gina Orlando as the part-time assistant property manager to help me at Asher"s Path. <br /> She is starting November 2 and she will be going to the Spectrum LIHTC training next month in <br /> Pittsburgh. <br /> Next month firs. Botsford plans on writing the official letter to MHIC to request that we can tale over <br /> management by the end of December. She asked the board if they want to sign the letter as well and it <br /> was decided that everyone would sign it. <br /> An open horse was held from 10A — 2 PM last Saturday at Asher's Path. <br /> OLD BUSINESS: <br /> Breezy Acres Expansion Pr,oj : FRAC Proposal: Mrs. Botsford provided the following in update: <br /> 0 Since there was still question about whether or not we could/couldn't hook up to the treatment <br /> system at the high school, I gave Lis le permission to contact the town to see for sure. Gisele <br /> and ether members of the HAC team met with members of the town (head of DPW, tern <br /> manager, sewer commissioner town planner and health agent) to re-open the discussion and she <br /> reported that they seemed very interested in making the connection and indicated willingness to <br /> strongly support. However, she reports that there is no money in the town to help with the cost, <br /> and the tern indicated that we would have to pay our'share'of the O&M (operations and <br /> management), which is likely to be considerably higher than if we had our own system. Gisele <br /> has priced out the two options, and it does not seem feasible to share the system with the town, <br /> larger because of the high operating costs involved <br /> • The Breezy Acres site is mapped for box turtle habitat. HAC reports that they have been able to <br /> design a site plan that gets very close to their requirements but it's been a challenge. At the <br /> meeting with the town, it was suggested that town could have some land that is never intended <br /> for development that they would be willing to put a conservation restriction on, possibly � <br /> avoiding or at lust reducing the restrictions we are currently looking at. If the town were willing <br /> to put a CR for our full requirement someplace else, it would reale the Breezy Acres land <br /> available for further development, if ever desired. HAC has pointed out that it is by far less � <br /> costly to the town to allow us to develop further on this site than it is to find another site for you <br /> to develop. <br /> • There was concern about having to gait until spring town meeting to get town's approval for <br /> adding more units to the development, but upon review by the town"s attorney, he found this to <br /> be unnecessary. Since the conveyance of the land in 1985 was a very general scope, the <br /> Selectmen have the authority to determine the terms and conditions of the deed. They took a <br /> vote in Jure to execute ars emended/confirmatory deed to permit the additional bedrooms on the <br /> property. A neve deed does need to be donne, and the town attorney has asked HAC s attorney <br /> to do it. He is willing, along as we are OK with it. <br /> I've contacted DHCD to start the process to get their approval for the subdivision and further <br /> development of the property. Since there are existing 705 units on the site Breezy Acres would <br /> fall ander Section 4.13 Transfer of Surplus Land Subject to a contract for f=inancial Assistance for <br /> Development of Affordable Housing. we have to submit an-application to DHCD requesting to <br /> surplus and transfer the land. used on our application, DHCD will need to be able to make a <br /> series of affirmative findings regarding the development proposal in order to grant approval to <br /> -2 - <br />
