It was recommended that Committee members consider other alternatives to discuss at the next meeting. <br /> The Friends of Santuit Pond will be emailed to find out if they have additional funding ideas. Mr. York <br /> will forward the executive summary of the report to Mr. Petersen. <br /> Zero Phosphorus Lawn Fertilizer Bylaw Update <br /> The Bylaw has been recommended to the Board of Selectmen to be incorporated into the Warrant. <br /> Mashpee River Restoration <br /> No change <br /> Combine Water-Sewer <br /> Chairman Cahalane reported that an upcoming Sewer Commission meeting will address financing <br /> options. Mr. Baker stated that the combination of the Water District and the Sewer Commission could be <br /> a major element in sewer funding. Mr. Baker recommended an official financial analysis of combining <br /> the two organizations, besides Tom Fudala's conservative estimate. Committee members discussed the <br /> potential of savings and the benefits of an established bond rate. Mr. Baker referenced water district <br /> taxing and legislation that allows the taxes to be used for capital expenditures. <br /> Town-Wide Stormwater Management Plan <br /> Mr. Baker referenced the work of Town Consulting Engineer Charles Rowley and Catherine Laurent on <br /> the Planning Board's Subdivision Regulations, with the intent that it also be adopted by the Town. The <br /> Chair stated that the plan could not be utilized town wide because there were some areas in Mashpee <br /> where the standards could not be met. Mr. Baker responded that the plan incorporated wording in order to <br /> meet the requirements"to the extent practicable" but then it was determined that it could be too <br /> expensive. Mr. Baker recommended taking the Planning Board's document and highlighting those areas <br /> important to the Environmental Oversight Committee and adding"to the extent practicable." Should the <br /> standards not be met due to geography, as much of the requirement as possible should be met with a goal <br /> to address stormwater issues. Mr. Baker would like to see it adopted by the Board of Selectmen as policy. <br /> Mr. Baker referenced the Quinaquissett Avenue stormwater project which did not fulfill its original intent. <br /> Mr. Petersen suggested that the policies tend to be a conservative approach rather than feasibility. The <br /> Chair stated that the regulations were excellent. Mr. Petersen noted that there had been some question <br /> about making the regulations retroactive, but that there is no regulatory authority and that the resulting <br /> changes would then impact the aesthetics of the neighborhood. <br /> Mr. Baker stated that the issue of nutrients in salt and brackish waters is related to stormwater practices, <br /> among other sources. Mr. Baker stated the need to minimize the contamination of the waterways through <br /> the reconstruction of roads and use of best management practices for stormwater, such as using the root <br /> zone before infiltrating the stormwater into the ground. Mr. Baker wishes to identify a way to incorporate <br /> the BMWs into a road being re-built by the Town. Use of such practices could help to reduce the need for <br /> extra wastewater treatment. Mr. Petersen suggested developing a plan since a large percentage of the <br /> roads would be dug out for the sewer system. Mr. Theis recommended consideration of bioremediation <br /> by retrofitting the sumps in Mashpee. Mr. Petersen and Mr. Theis discussed the options available with <br /> bioremediation. Committee members also discussed taking over the roads and changing the direction of <br /> the runoff, the use of swales and sumps as well as the possibility of neighbors losing frontage for BMWs. <br /> The Chair noted that Timberlane and Johns Ponds will need to be taken over. <br /> Land Steward Program <br /> No change <br /> 3 <br />
