Mr. York stated that there was an average of 1 mg per liter of <br /> nitrogen in rain. Mr. Baker noted that the Blue Book would help to address many of the issues, the <br /> Zero Phosphorus Bylaw would address phosphorus concerns and that the DPW utilized slow release <br /> fertilizers. Mr. Baker referenced areas in northern New Jersey that have been required to eliminate the <br /> use of phosphorus in fertilizer as well as being required to utilize a slow release fertilizer. The Chair <br /> stated that Mashpee's bylaw would be a landmark regulation in Massachusetts. Chairman Cahalane <br /> stated that the public opinion survey supported reducing the use of fertilizer. Mr. Petersen noted that <br /> the respondents were a smaller percentage of the entire population of the Town. <br /> CORRESPONDENCE <br /> None at this time <br /> OLD BUSINESS <br /> Action Items <br /> Zero Phosphorus Lawn Fertilizer Bylaw Update <br /> Discussed previously <br /> Mashpee River Restoration <br /> No change. <br /> Chairman Cahalane announced that New Seabury was using coir logs for a beach nourishment project. <br /> Mr. Petersen described the ways in which coir logs could be used to keep sand and marsh in place and <br /> allow seedlings to grow and take root. The Chair inquired about Mashpee's plans to build marsh <br /> islands and side castings and Mr. Baker responded that there had been discussion but no project had <br /> been pursued. Mr. Baker stated that Mashpee River would eventually have trouble meeting Clean <br /> Water requirements and suggested that people responsible for solutions needed to move forward with <br /> solutions. <br /> Combine Water-Sewer <br /> The Chair reported that a meeting among the Board of Selectmen, the Water District and the Sewer <br /> Commission would take place on April 20. Mr. Baker suggested that the Water District be folded into <br /> the Sewer Commission under the Town in order to save costs and eliminate redundancy. <br /> Town-Wide Stormwater Management Plan <br /> No input had been received from Ms. Laurent, The Chair had forwarded Mr. Baker's document to the <br /> Town Manager. <br /> Santuit Pond and Santuit Pond Grant <br /> Discussed previously <br /> Land Steward Program <br /> The Chair reported that the Conservation Agent had requested permission from the BOS to create a <br /> new committee for the Quashnet River. Mr. Baker recommended that the Land Steward Program be <br /> discussed further at the next meeting. <br /> 5 <br />
