they will see by the report, extensive auditing was done with only two minor exceptions <br /> listed. The report was reviewed and the two exceptions addressed. Mrs. Botsford will send <br /> the responses to the auditor for finalizing the report. The answers are: Section B: <br /> Payroll/Fringe Benefits C.1 compensated absences: The accountant did not have the GASB <br /> figures when the reports were initially submitted to DHCD. When the amounts came in, we <br /> requested DHCD to revert the reports so that the GASB actuals could be inserted, and that <br /> was done. Corrected reports are on file with DHCD. Section F: Cash Management and <br /> Investment Practices A.1 There was an MRVP payment recorded in the amount of$1,300 <br /> which ended up not clearing and was later voided. A motion was made by Jill Allen and <br /> seconded by Lisa Pena to send the response as described. The motion carried. <br /> C) On-call maintenance emergency stipend: Mrs. Botsford explained that Vincent is on call 24/7 <br /> and has never been paid a stipend. Other housing authorities pay stipends, especially when <br /> the staff is small and only one or two people have this duty. Mrs. Botsford recently surveyed <br /> the South Eastern Massachusetts Executive Director's Association( SMEDA) and got many <br /> responses. The stipends varied but with an average of about$30 per full weekend day and <br /> holidays plus a minimum of two hours work/pay when a call is responded to after hours, on <br /> the weekends, or on holidays. Mrs. Botsford was able to get a fee into the budget for Fiscal <br /> Year 2017 which would equal $27.50 per day for Saturdays, Sundays, and paid holidays. <br /> After a brief discussion, a motion was made by Jill Allen and seconded by Lisa Pena to <br /> start paying whomever has the on-call cell phone for maintenance emergencies $27.50 <br /> per day for Saturdays, Sundays, and paid holidays and a two hour minimum pay <br /> should be paid when the person has to respond on-site to a call. The motion carried. <br /> Mrs. Botsford will notify staff. <br /> D) Management Agreements - Carver: Mrs. Botsford had provided a proposed five-year <br /> renewal contract with Carver Housing Authority, with an increased fee based on the new <br /> DHCD schedule. Mrs. Botsford stated that the increased fee is based on the new Executive <br /> Director salary calculation which is what DHCD allows. DHCD allows the Executive <br /> Director to take a salary equal to 40%of the management fee; however Mrs. Botsford stated <br /> she would not be taking another raise at this time. The proposed contract was reviewed and a <br /> motion was made by Richard Halpern and seconded by Jill Allen to approve the <br /> proposed renewal contract with Carver Housing Authority, pending Carver's board <br /> approval. The motion carried. Mrs. Botsford will have this on Carver's agenda this month <br /> and once approved and signed off on by them, she will get Mr. Laporte's signature. <br /> OTHER BUSINESS: N/A <br /> COMMUNICATIONS/CORRESPONDENCE: Mrs. Botsford stated she had received an <br /> email indicating that the Board of Health was proposing new regulations which would affect all <br /> rental properties in the town. Upon review of the proposed regulations, which were provided to <br /> board members, it was noted that the fee for the landlords would be $300.00 per unit.
