TOWN MEETING ARTICLE & BALLOT QUESTION: <br /> It is assumed that this project will be funded through a 2 'h debt exclusion which <br /> will require a 2/3 vote of Town Meeting and voter approval. Although funding <br /> this project in phases (as is being done) makes sense from a cost control standpoint <br /> and limits the Town's financial risk, it does slow down the process. In order to <br /> ameliorate this delay, the Building Committee requests the BOS (1) place the <br /> funding article on the warrant for the Special Town Meeting held in conjunction <br /> with the Annual Town Meeting and that (2), a 2 '/i debt exclusion question be <br /> placed on the ballot at the May Town Election. Approving the funding in this <br /> manner will allow the project to continue without a two month delay (funds <br /> approved at the Annual Town Meeting would not be available until July). <br /> The design schedule anticipates providing a schematic design for BOS approval <br /> and a definitive cost figure before the deadline for executing the Warrant (April 4`h). <br /> If, for some reason, this cannot be accomplished, the BOS will have the option to <br /> delay the matter to a future Town Meeting. The ballot question can be removed <br /> up until April 6`h. For the Board's information, Town Counsel indicates the BOS <br /> can place a 2 '/2 debt exclusion question on the ballot at the November State <br /> Election. Thus, if need be, the matter can be addressed at the October Town <br /> Meeting. <br /> Thank you for your assistance in this matter. <br /> 10/05/97 9:29 AM <br />
