STAFF UPDATES <br /> 1998 Comprehensive Plan Analysis & Existing Conditions Repot-Mr. Lehrer has been <br /> reviewing the pian and has found it to be a great document showing strong planning with a good <br /> definition for the vision of the Town. However, the policies set to achieve the benchmarks of the <br /> plan have not been successful at meeting the goals. Mr. Lehrer suggested that it would be <br /> necessary to consider new tools in order to meet the goals that have been set to improve <br /> identified issues. Mr. Lehrer stated that, in the twenty years since the plan was approved,the <br /> benchmarks have not been met. Mr. Lehrer would now be conducting an analysis of existirig <br /> conditions and compare it with the Comprehensive Pian to understand what was not working. <br /> Mr. Lehrer added that planning was continuous, and reevaluation necessary. Mr. Lehrer would <br /> be focusing his efforts on economic development, land use and housing and he looked forward to <br /> providing a report. Chairman Waygan will provide copies of the Local Comprehensive Plan and <br /> will create a PDF of the document. Mr. Hansen suggested that cause and effect and lessons <br /> learned would be beneficial additions to the report. There was discussion about goals and <br /> objectives, outdated.data and changes to demographics, as well as differences between <br /> Mashpee's local goals and the regional goals and objectives of the Cape Cod Commission. <br /> The Chair stated that she and Mr. Lehrer would be attending Monday's Board of Selectmen <br /> meeting because Mashpee Commons was on the agenda. Mr. Lehrer stated that people needed to <br /> be aware of the importance of their voice with the Mashpee Commons design process. Increased <br /> involvement and support.from Mashpee residents at the charrette would encourage Mashpee <br /> Commons to better understand the vision of residents. Chairman Waygan noted that initially, <br /> Mashpee Commons had scheduled meetings with the Board of Selectmen, without the Planning <br /> Board, and then requested individual meetings with individual Planning Board members,but the <br /> Planning Board did not comply. It was important that the Planning Board be on the same page <br /> as the Board of Selectmen. <br /> Mr. Rowley suggested the use of GIS to create visual aids showing the stages of development <br /> and provide a comparison of what Mashpee Commons could develop according to existing <br /> zoning or through form-based code. <br /> There was discussion regarding land scarcity and disparity of the cost of housing. Mr. Lehrer <br /> agreed that it would be necessary to consider the importance of how best to use available parcels. <br /> Affordable Housing Committee-Mr. Lehrer met with Allan Isbitz, Chair of the <br /> Affordable Housing Committee,to discuss a potential RFP. Mr. Lehrer suggested the possibility <br /> of having a joint meeting between the Committee and the Board at some point in the future. The <br /> Chair suggested the first meeting in May. Mr. Lehrer referenced the 37 Center Street request to <br /> remove the deed restriction. Mr. Isbitz has suggested other options for the Town to consider that <br /> may be a better option. The Chair suggested inviting the Affordable Housing Committee to the <br /> May 2 meeting, or one of the meetings in June. Mr. Weeden would not be present for the <br /> meeting,but would read the minutes. Mr. Lehrer will follow up with Mr. Isbitz. <br /> Signage Design Guidelines-In an effort to better define a design standard for signs, Mr. <br /> Lehrer was working to draft a guideline for a good design for signs, in context for the area, using <br /> check lists.
