11 <br /> Board of Selectmen <br /> Minutes <br /> May 21, 2018 <br /> Discussion and Approval of Change Order, Quashnet School Project: <br /> Catherine Laurent, Director of Public Works was in attendance with School Superintendent Patricia <br /> DeBoer and School Principal Mary Kate O'Brien to review a new change order related to the Quashnet <br /> School building project. With two credits and one new revision, the change order is reflective of the <br /> sum of$7,992.95. Funding would derive from the project contingency for new counters, and <br /> modifications to the student and faculty restrooms as required for ADA improvements. The <br /> countertops and sinks are original to the schools construction and were not included in the original <br /> project scope. <br /> It is the recommendation of the Planning & Construction Committee to approve Change Order #2. A <br /> summary of the change orders presenting the net addition to the project cost is outlined in a <br /> memorandum from Ms. Laurent dated May 16, 2018. <br /> Motion made by Selectman Gottlieb to approve Change Order #2 in the amount of $7,992.95 <br /> associated to the Quashnet School construction project. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman O'Hara,yes Selectman Cotton,yes Selectman Sherman,yes <br /> Selectman Cahalane,yes Selectman Gottlieb,yes Opposed, none <br /> Discussion of Recycling at the Transfer Station: <br /> Catherine Laurent, Director of Public Works was in attendance to discuss the flux of recycling as a <br /> result of market changes. Ms. Laurent explained there are more restrictive standards for the acceptance <br /> of materials, and there is a low demand for certain materials. In turn, material recovery facilities are <br /> closing and no longer accepting certain materials previously in the recycling stream. The market is <br /> deemed uncertain in the foreseeable future. <br /> Wes Gregory of Gotta Do/WeCare Transportation was also present as was Kari Parcel, Municipal <br /> Assistance Coordinator for Barnstable County/MassDEP to review this matter. Costs associated to the <br /> single stream recycling program have escalated, and it is projected the recycling market will not <br /> improve in the future. <br /> It was disclosed the Board of Selectmen awarded a contract with Gotta Do Contracting LLC on April 9, <br /> 2018 for the daily operation of the Transfer Station which includes the hauling of recyclables, and tip <br /> fee for single stream recyclables as well as bulky waste to processing facilities. However the contract <br /> has not been signed to date. <br /> Under the contractual agreement which is reflective of a 3.5% increase over last year,the cost of single <br /> stream recycling is $50 per ton. A total of 680 tons are projected at a cost of$34,000 in fiscal year <br /> 2019. With recycling separation the cost is anticipated to be $2,380. Ms. Laurent indicated this may be <br /> an opportunity for the Town to return to the separation of recyclables. <br />
