BOS Administrative Mtg. <br /> 6/9/81 <br /> Page 7. <br /> • appointing 3 lieutenants now would give the Board a chance to <br /> observe these men in positions of leadership. By the next time a <br /> Chief is needed, these superior officers will have had a chance to <br /> demonstrate their leadership ability. <br /> ARTICLE #29 - Chm. Garland asked if Town Counsel had been contacted <br /> ai out ' the legality of this Article. Executive Secretary intends to <br /> check with him. There have been complaints that this Article would <br /> undoubtedly address , but there is a question regarding the practi- <br /> cality of enforcement. The Selectmen decided to leave it in the <br /> Warrant, pending further investigati®m4 <br /> ARTICLE #30 The Selectmen discussed whether the percentage required <br /> for a Quorum at Town Meeting should be 50 or 7% or some other num- <br /> ber. Chm. Garland stated that he felt the 7% was as good as any. <br /> It was pointed out that some towns are dropping a quorum require- <br /> ment altogether. For discussion purposes , the Selectmen decided to <br /> leave in the 7% figure. All present agreed some reduction in the <br /> requirement was a necessary action. <br /> ARTICLE #31 More will be known about this after the meeting with <br /> Commissioner Hicks on Thursday. <br /> This concluded the Executive' s Secretary' s portion of the Meeting, and the <br /> Selectmen were given an opportunity to present their concerns. <br /> ft 1. Thomas noted that the Dog Officer/Natural Resources Officer is a <br /> ecial Police Officer. Has he been trained? It was reported that he has <br /> not undergone the training. <br /> Chm. Garland stated that after the drug raid experience, he was reminded that <br /> Harbormaster Koblinsky should probably be trained as a Special Police Officer. <br /> Sel. Thomas stated that she was sure he would go along with that - he has <br /> actually been asking for,-it. <br /> Sel . Thomas reported that Gretchen•LaBute, d/b/a Andy' s =Sport Shop, has <br /> liquidated. She is concerned about what is to become of that license. The _ <br /> Executive Secretary stated he would check with JoEReardon on what could be <br /> done with that license, "siricekit was allowedto her by an act of the legis- <br /> lature, there is a question as to whether or 'not it can be transferred .to <br /> anyone else. He (Mr. Murphy) has .been unable to find a precedent for a <br /> case like this. Set Thomas asked about the .ABCC. . . .perhaps they could give <br /> some guidance. Ir <br /> Sel. Thomas reported she had heard the Red Rooster'is .closed, does that mean <br /> there is an inactive license there? The Executive Secretary suggested, in <br /> order to protect the Board, a letter should be sent to both Gretchen Labute <br /> and the Red Rooster and give each seven days to respond, to explain what is <br /> happening with their licenses. <br /> Sel. Thomas asked what is happening with the Waterway Police? Executive <br /> ecretary reported he is waiting for a list of appointees from the Police <br /> hief. He is certain they won' t be armed this _year. <br />
