BOS Administrative Mtg.
6/9/81
• Page 6.
ARTICLE,1.1#22 The amount needed for this Article will be $1, 250, and
it should read "to repair and replace the lights at the Fire/Police
Complex.
ARTICLE #23 The Executive Secretary suggested these funds should not <
come from taxes, but from boat receipts. It is intended that these
funds will go into a special "dredging account" , where funds will be
accumulated. These might provide "seed money" , if a grant comes along.
ARTICLE #24 Sel. Thomas stated that she intends to take our sick
typewriter to the Finance Committee meeting to gain support for this
Article. Chm. Garland asked if a repairman had looked at it? Exec.
Secretary responded that yes , and he said it was not worth repairing,
and he couldn' t give a guarantee on it if he did attempt to repair it.
"ARTICLE #25 Chm. Garland wondered if there was any way we could avoid
join— gto Town Meeting again and again on this? Sel. Thomas asked
if it would be possible for the Town Hall to borrow the School De-
partment' s duplicating machine for the summer. Executive Secretary
will inquire..
ARTICLE #27 Although we don't know what this Bargaining Unit settle-
ment might be at this time, the Selectmen felt it would be wise to
ieave the Article in the Warrant and hope we will know by Town meeting.
• ARTICLE #26 - Two words should be inserted in the last sentence, so
this Article will read "to expend said $1, 000 for Selectmen' s Expense
for the balance of the fiscal year. . . . "
ARTICLE #28 The Executive Secretary reported necaotiations are presently
"hung up" on the Firefighter' s Association request to go to step in-
creases. Atty. John Weld is strongly opposed to this. How does the
Board feel? After some discussion, it was decided it would be prudent
to have Atty. Weld and Chairman of the Personnel Board James Rich come
before this Board for a discussion of the question. ARticle #28 will
be dropped from the Warrant, as it is apparent the contract will not
be ready by Town Meeting on the 29th.
Regarding the Fire Department, the Executive Secretary feels something
needs to be done soon to determine who is going ,to administer that de-
partment after the departure of Chief; Willis. .He pointed' out that it
will take some time to search and• appoint a new Fire Chief. ' In dis-
cussions with Chm. Garland', the Executive 'Secretary mentioned that two
names had come up - Chief Frye, or himself, to temporarily administer
the Fire Department. Sel. Thomas .stated she could go along with neither
suggestion, and thought it'would be .a good idea to •contact the outgoing
Chief for his recommendation. The Executive Secretary then proposed
the idea of appointing 3 acting lieutenants, one to be over each of
the important areas of operation: 'l) Inspections; 2) 'Rescue; and 3)
Training, plus one Administrator to oversee the 3 lieutenants, sign
inspections , etc.
The Executive Secretary feels it will be necessary to have an interim ,
Chief for approximately 3 months , to allow time for a proper selection
process , and believes it would be best to bring in someone from the
outside of the Department. Also, for the sake of ' future planning,
