BOS Administrative Meeting
,day.. 2 6 1.9.81
Page 3.
Executive Secretary brought to .the Board' s attention the request
of the Police chief for funds to pay for cruiser repairs. As
d.i,rected, he has gore over the matter with chief Frye, and has
learned that he can .take $440 from his Operating Expense Account.
The balance might come from the Municipal Equipment and repairs
Account, in the amount of $1, 339. 71. This would require the con-
sent
on-
sent of the Finance Committee, r, Garland suggested the question
should be placed on the Agenda for the action and vote of the entire
Board at it' s next regular meeting,. and then the recommendation be
sent to the Finance committee.
The Executive Secretary brought to the Board' s attention his Memo on
the salary account for paying the Acting Police Chief, which is al-
most. depleted. He pointed out that if the Board was so inclined,
appointing the Police Chief at this time, would permit the funds to
be taken from the Police chief' s alary Account. C m. Garland stated
that he had changed his mind drastically about that matter, as he
watched the Acting Chief' s performance over the past 9 months. Chm:
Garland stated he strongly favors appointing Mr. Frye as Police
Chief at this time , Sed.. Thomas said she- felt the waiting period of
the past months has,.been beneficial to the Town, and all concerned.
She suggested, that it world be appropriate for the entire Board to
meet with Mr. Frye prior to making the appointment, to learn of his
feelings on the matter. It was- agreed .by the two Board members present
that the Executive Secretary try to arrange a meeting with Curtis
Frye before the regular meeting of the Board on Wednesday, May 27, at
x : 30 POMO
10). Returning to the subject of the Special Town Meeting, Executive
Secretary felt there .were enough accounts facing potential shortages
in this year' s allocation, to warrant calling a Special Town e' t-
ing before the close .the fiscal year. There i still. time to do
so, if the Board acts promptly. The spectrum of raising a quorum
was brought up, and all members agreed it was necessary -to have an
Article of great importance to, draw people to a Special so soon after
the close of the Annual Town Meeting. Se l. Thomas had mentioned to'
him this morning that there might very well be action called for on
the subject of south cape Beach. Sed.. Thomas had s- oken to Morkis
Kirsner, wI indicated he had a l tier in the mail to the Board rela-
tive to a change in the reverter clause. Sel. Thomas feels that
any change in this regard should be brought to -the people, in the lang-
uage that has been submitted tttorney General for approval. The Execu.
tive Secretary also telt the Lion' s club was anxious to bring their
request for the piece of town-owned property before the voters again,
and were working diligently to be better prepared this time, This
would also be an attraction to bring v tern to the Town Meeting. An-
other item the Executive Secretary feels should come up before the
Town soon is the request for engineering funds for the Highway Depart
meat fa6ility. The $30, 000 already approved won' t go
very far. . . .,
won' t begin to touch the preparation of specifications.
