Meeting <br /> 9/15/81 <br /> Page 3. <br /> STONES AT POPPONESSET <br /> While Mr. Jacobson was present, the Chairman said he wanted to bring <br /> up the stones that had been replaced at Popponesset at this Board ' s <br /> request. He is now advising Mr. Jacobson and all other Town officials , <br /> that he feels it is best to stay away from that whole situation. He <br /> pointed out that the Andrews had shown this Board evidence of their <br /> ownership before the stones were replaced, but now there are claims <br /> that New Seabury has an easement through there, and that the Audubon <br /> Society obtained an easement contingent on New Seabury's. Mr. Murphy, <br /> an Attorney, now claims that the Popponesset Beach Association owns it. <br /> Sel. Thomas pointed out that the Andrews family is being intiminated <br /> over the matter, she understands that Mr. Murphy just wanted the stones <br /> moved 13" farther apart so his son' s wheelchair could pass through. Chm. <br /> Garland stated that they now want to allow some vehicles to pass through. <br /> Sel. Thomas said there is a state law against over-sand vehicles going <br /> in there; those who want can walk over the state-owned land to get to <br /> the spit. <br /> POPPONESSET BRIDGE Sel. Thomas reported that Jim Ames says there is a <br /> dangerous situation at Popponesset Bridge. Mr. Jacobson asked the load <br /> ® limit of the bridge? Sel. Thomas said a 6 , 000 lb. limit had been set <br /> by former Selectman Benway and the Building Inspector; this decision was <br /> made to protect life and limb of the public. <br /> 2 ) Chief Gould had arrived, as requested by the Board, to discuss his <br /> possible appointment as permanent Fire Chief. Chm. Garland acknowledged <br /> the letter the Chief had sent stating his interest in the appointment. <br /> Sel. Thomas asked Chief Gould his age. Answer: 55 years old, feels he <br /> has another five to ten years to continue filling the position effect- <br /> ively. The Personnel Board has his application. <br /> Sel. Thomas asked where he saw the Fire Department heading? Chief Gould <br /> stated that he can already see .changes in the attitudes of some of the <br /> individuals on the force, he is still working to change that in others . <br /> He has found that he has to stay on tope of them, but feels he is making <br /> progress. Previously the men felt that since the station was out of the <br /> way of the public eye, they 'could get away with anything. Sel. Thomas <br /> stated, " You have the talent to work with, it just takes developing. " <br /> Chief Gould said that some of the men are raising the standards of <br /> others. Some are continuously taking courses , trying to educationally <br /> improve themselves. If the Town gets another station out near New <br /> Seabury, this will promote compteition between the stations , and usually <br /> has the consequence of raising the standards of the whole department. <br /> Chm. Garland stated he has had several discussions with New Seabury <br /> relative to acquiring a site for a station out there. <br /> Sel. Thomas asked what the Chief is doing about training. Dottridge <br /> has been asked to take over the training sessions. He has been working <br /> with the men on nozzles , ladders , roof climbing, etc. . . .having dry runs. <br /> Also, Paul Fraser has been conducting disaster training for the ambulances <br />
